Original Tender Description

Derry City and Strabane District Council (DCSDC) is tendering for a Principle Designer for the Mute Meadows Lighting Design project to advise. The developments generally comprise the installation of new lighting columns and associated resurfacing works to existing paths. The Mute Meadows Sculpture is an artist designed lighting and steel installation commissioned as part of the 2013 City of Culture Celebrations. The installation comprises 40Nr pairs of steel columns located within the Historic Ebrington Site. The installation extends along the edge of the refurbished parade ground, through public open space down to the River Foyle. Over a number of years’ defects have arisen in respect of both the lighting installation and the failure of the nickel plating to the columns. Council now wishes to address the lighting issues by undertaking remedial works to allow the installation to be viewed and appreciated as when it was first completed in 2013. The main objective is to upgrade the existing lighting to restore a fully working artwork installation. As part of the ongoing design process, Derry City and Strabane District Council (DCSDC) require a Principle Designer (PD) to produce ideas to solve the current issues and prepare detailed design drawings, specifications, and tender documentation, as well as providing technical support to the Council during the construction stage.

Tender Quality Score

This tender provides a clear project description and technical requirements but suffers from significant incompleteness due to missing document content and a complete absence of evaluation criteria, severely impacting clarity and fairness for potential bidders.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are defined, and there are no disputes. However, the reveal date is missing, procedure codes are empty, and the 'Value Classified: Yes' flag contradicts the disclosed estimated value. Furthermore, the provided text lacks explicit mandatory exclusion, eligibility, and financial requirements, which are fundamental for legal compliance, although they might be present in the full tender documents.

Missing reveal date
Empty procedure codes
Clarity50/100

The project description and AI-extracted technical requirements are clear and understandable. However, the complete absence of specified evaluation criteria is a major deficiency, making it impossible for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness45/100

Basic information such as title, organization, reference, deadlines, estimated value, duration, and location are provided. Nevertheless, the tender is significantly incomplete due to the lack of content for the four attached documents and the absence of evaluation criteria, which are crucial for a comprehensive tender package.

No content provided for the 4 attached tender documents
Missing evaluation criteria
Fairness40/100

Electronic submission via EtendersNI promotes equal access, and the technical requirements do not appear tailored to a specific company. However, the complete absence of evaluation criteria and the lack of access to the full content of the tender documents severely undermine transparency and fairness, preventing bidders from preparing informed and competitive proposals.

No evaluation criteria specified
No access to full content of tender documents
Practicality70/100

Electronic submission is supported, and key dates like the contract start date and duration are clearly specified. However, a direct URL for the tender documents is not provided, and detailed financing information beyond the estimated value is limited.

No direct document URL provided
Limited financing details beyond estimated value
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include an empty 'Liable Person' field, empty procedure codes, and the contradictory 'Value Classified: Yes' flag despite the estimated value being stated.

Empty 'Liable Person' field
Empty procedure codes
Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the provided tender information. The project's nature (remedial works) does not inherently imply sustainability criteria.

No explicit sustainability criteria
No explicit social criteria

Strengths
