Original Tender Description

In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are investigating innovative approaches to fill our Supply of Electrical Safety Tester requirements. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement. To request the PMEN documents please contact: Lottie Olney Lottie.Olney100@TeamLeidos.mod.uk In the email request the documents related the Supply of Electrical Safety Tester. The documents will then be sent for completion and should be returned to the same email addresses before the deadline. Responses are required as soon as possible to inform next steps. The value of this framework is estimated to be between £ 640,000 - £1,200,000

Tender Quality Score

This is a clear Preliminary Market Engagement Notice (PMEN) effectively seeking market intelligence and innovative solutions for electrical testers, though direct access to engagement documents is not provided on the portal.

Score Breakdown

Legal Compliance75/100

The notice clearly identifies itself as a PMEN, which is a market research activity rather than a formal procurement procedure, making the 'Open procedure' label slightly ambiguous but not non-compliant. Deadlines are very reasonable for this type of engagement.

Procedure type label ('Open procedure') is slightly ambiguous for a PMEN, which is typically not a formal procurement procedure.
Clarity80/100

The purpose of the PMEN is exceptionally clear, inviting broad market input on innovative approaches. The lack of specific requirements (eligibility, technical, financial) is appropriate and clearly communicated for this preliminary stage.

Completeness70/100

While essential basic information, timelines, and financial details are provided, the PMEN documents themselves are not directly attached or linked on the portal, requiring an email request, which is a notable omission.

PMEN documents are not directly available on the portal and require an email request.
Fairness85/100

The notice is fair in its intent, seeking broad market input without tailoring requirements. However, the reliance on email for document access and submission, rather than a public portal, introduces a minor barrier to equal access and transparency.

Reliance on email for document access and submission instead of a public portal.
Practicality65/100

The process requires email communication for document acquisition and submission, which is less practical and efficient than direct portal access and a dedicated e-submission system.

No direct document URL provided.
Submission via email rather than a formal e-procurement platform.
Data Consistency90/100

Key fields are mostly populated, and dates are logical and consistent. The estimated value is provided in both EUR and GBP, which is a minor inconsistency but understandable given the UK context.

'Liable Person' field is empty.
Estimated value provided in two currencies (EUR and GBP).
Sustainability50/100

The notice explicitly focuses on 'innovative approaches' and 'current market innovation,' which contributes positively to long-term sustainability and future-proofing. However, it lacks explicit mention of green procurement or social aspects.

No explicit mention of green procurement criteria.
No explicit mention of social aspects.

Strengths

Clear communication of PMEN purpose
Strong focus on innovation and market intelligence
Reasonable submission deadline for market engagement
Value and key timelines disclosed
No tailoring of requirements detected

Concerns

PMEN documents not directly available on the portal
Reliance on email for document request and submission
Absence of explicit green or social procurement criteria
Minor ambiguity in procedure type label

Recommendations

1. Publish PMEN documents directly on the tender portal for immediate and equitable access.
2. Consider using a dedicated e-procurement platform for future formal tenders to enhance practicality and fairness.
3. Incorporate explicit sustainability (green/social) criteria in future procurement stages to align with broader public sector goals.
