This tender for a Machine Learning-driven portfolio tool is well-defined in its technical requirements and financial scope, but lacks explicit evaluation criteria and details on the submission process beyond the deadline.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, with a clear CPV code and no immediate red flags regarding disputes or regulatory non-compliance. The procedure type is specified as 'Competitive flexible procedure'. However, the absence of a reveal date for the full tender documents and the potential for a short submission deadline (given the planning status) are minor concerns.

Missing reveal date for full tender documents
Potential for short submission deadline given planning status
Clarity80/100

The description of the required 'Forecast and derisk tool' is detailed, outlining key functionalities such as schedule integrity checking, data presentation, critical path analysis, integration with Microsoft products, and the need for pre-trained water sector data. The AI-extracted requirements further clarify technical capabilities. However, the absence of specified evaluation criteria leaves some ambiguity on how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, contract duration, and start date are present. The CPV code is also provided. However, the tender documents are listed as '4 total' with 'Documents with content/summaries: 0', indicating a significant lack of accessible detailed documentation at this stage, which impacts completeness.

No content available for listed tender documents
Fairness85/100

The tender seems fair, with a disclosed estimated value and a clear description of the required functionalities. The procedure is competitive. There are no obvious requirements tailored to specific companies. The use of e-procurement is implied by the structure, but not explicitly stated as mandatory for submission.

Practicality65/100

The tender specifies a contract start date and duration. However, it is unclear if e-submission is mandatory or the primary method, and no direct URL for document access is provided. Financing information is not detailed. The 'planning' status suggests that full practical details might be forthcoming.

No explicit mention of e-submission as the primary method
No direct URL for document access provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. The status is 'planning', which aligns with the timeline provided. There are no reported disputes or suspensions. The dates provided (submission deadline and contract start) are sequential and reasonable within a planning context.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this specific tender.

No explicit mention of green procurement
No explicit mention of social aspects
