Tender Quality Score

This tender offers a clear description of ICT managed services with a substantial estimated value and duration. However, it lacks specific evaluation criteria and details on the submission process, impacting its overall practicality and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the provision of a CPV code and a clear procedure type. However, the absence of specified evaluation criteria and a missing reveal date are notable omissions that could affect legal defensibility and transparency. The deadline, while provided, might be considered tight given the scope and value, though not explicitly flagged as unreasonable without further context.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the required ICT managed services is comprehensive and detailed, outlining core services, support levels, and strategic expectations. The requirements are well-documented within the description, making it clear what is expected from potential bidders. The mention of a 'Best Value approach' for goods and services is a positive indicator of clarity in procurement strategy.

Completeness70/100

Most basic information is present, including the organization, title, reference, estimated value, and contract duration. The description is extensive. However, the lack of available tender documents with content and the absence of specified evaluation criteria mean that crucial information for a complete understanding of the submission requirements is missing.

No document content available
Fairness85/100

The tender discloses the estimated value and duration, and the procedure is competitive. The requirements are generally objective, focusing on service delivery. There is no indication of requirements tailored to specific companies. The mention of a standard contract to be provided suggests a level playing field. The lack of explicit e-submission details is a minor drawback.

Practicality65/100

The tender specifies a contract start date that coincides with the submission deadline, which is highly impractical and likely an error. The absence of explicit e-submission instructions or a clear URL for document access further reduces practicality. While financing is implied by the estimated value, explicit details are missing.

Contract start date coincides with submission deadline
No e-submission specified
Data Consistency90/100

Key fields such as title, reference, organization, value, and duration are populated. The dates provided, while problematic for practicality (start date vs. deadline), are logically presented within the timeline section. There are no reported disputes or suspensions, indicating good data consistency in that regard.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation drivers beyond a general expectation for the provider to 'support and/or drive innovation'. It is also not indicated as EU funded, which would typically imply adherence to certain sustainability standards. This area is underdeveloped.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed service description
Substantial estimated value and contract duration
Competitive flexible procedure indicated
CPV code provided

Concerns

Impractical contract start date coinciding with submission deadline
Missing evaluation criteria
Lack of available tender document content
No explicit mention of e-submission

Recommendations

1. Clarify and correct the contract start date to be after the submission deadline.
2. Provide detailed evaluation criteria to ensure transparency and fairness.
3. Make all tender documents readily accessible with clear instructions for submission.
