Emergency call-out within four hours is also required for Lots 1, 3, 5,7. Lots will be split by trade and region: 1 Multi-trade 2 Damp works 3 Electrical 4 Clean, Clear & Gardens 5 Drainage 6 Scaffolding 7 Roofing A) North -includes North Greater Manchester, Lancashire, South Cumbria, and northern Merseyside. B) South - includes South and East Greater Manchester, Cheshire, South Yorkshire, North Staffordshire, and Derbyshire. An optional sub-Lot C will assess most advantageous tender for sub-Lot A & B combined. Sub-Lot C values are estimated on the total of A & B and included in the 'Description' of each Lot. Further clarity is in the ITT. The full extent of regions is covered in the map provided in the Associated Tender Documents. Bidders should not rely on these descriptions only. Tender Quality Score

This tender provides a clear scope of work but suffers from critical deficiencies in completeness and clarity due to inaccessible full documents and missing key requirements, significantly impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to follow basic legal procurement principles with a defined procedure type (Restricted, Competitive flexible procedure) and appropriate CPV codes. The submission deadline is reasonable. However, the AI summary indicates a lack of detailed mandatory exclusion, eligibility, and financial requirements, which are typically essential for legal compliance and disclosure.

Vague legal classification for 'Competitive flexible procedure'
Lack of detailed eligibility, exclusion, and financial requirements in the provided summary
Clarity50/100

The description of services, lots, and regions is clear and understandable. Technical capability requirements are also well-defined. However, the critical absence of specified evaluation criteria and detailed eligibility, exclusion, and financial requirements makes the tender significantly unclear for potential bidders.

No evaluation criteria specified
Lack of detailed eligibility, exclusion, and financial requirements
Completeness40/100

Basic information such as title, organization, value, duration, and location is provided. However, the tender is critically incomplete as no content is available for the 6 attached documents, and the AI summary explicitly states the absence of crucial details like evaluation criteria, eligibility, exclusion, and financial requirements.

No document content available for attached documents
Missing evaluation criteria
Fairness45/100

The tender's value is disclosed, and the submission period is ample. However, the lack of access to full tender documents and the absence of specified evaluation criteria severely compromise transparency and fairness, making it difficult for bidders to prepare competitive and compliant proposals. The lack of e-submission is a minor fairness concern.

No document content available, hindering equal access to information
No evaluation criteria specified, impacting transparency and objectivity
Practicality55/100

The contract start date and duration are clearly specified. However, the absence of electronic submission options is a practical drawback. More significantly, the lack of accessible content for the tender documents presents a major practical barrier for any bidder attempting to understand and respond to the tender.

No e-submission supported
No document content available, creating a practical barrier for bidders
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include empty codes for the tender type and procedure, an empty 'Liable Person' field, and a slight discrepancy in the submission deadline format between the main timeline and AI-extracted requirements.

Empty codes for tender type and procedure
Empty 'Liable Person' field
Sustainability20/100

The tender explicitly lacks any identified green procurement, social criteria, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards. This indicates a complete absence of sustainability considerations in the provided information.

Absence of green procurement criteria
Absence of social criteria

Strengths

Clear description of services, lots, and regions
Value and duration are clearly specified
CPV code is appropriately assigned
Reasonable submission period for bidders

Concerns

Critical lack of access to full tender document content

Missing detailed eligibility, exclusion, and financial requirements
No identified sustainability (green, social, innovation) aspects

Recommendations

1. Ensure all tender documents are accessible and their content is summarized or provided.
2. Clearly define and publish all eligibility, exclusion, financial, and especially evaluation criteria.
3. Consider implementing e-submission for improved accessibility and efficiency.
