Original Tender Description

Internal courier services for mail, pathology, equipment and other ad hoc items of both scheduled and unscheduled requirements, across Norfolk, Suffolk and Cambridgeshire. Keeping the courier transport service as a single, non-regional requirement reflects the way the participating Trusts operate across a wide and overlapping geographic footprint. If the service were divided into regional lots, items routinely crossing regional boundaries would require additional handovers between providers, introducing extra cost, delay, and operational risk, as well as duplicating vehicles and mileage. A single service model instead enables suppliers to design efficient, mixed-Trust routes that better reflect real demand, reduce “empty running”, and optimise fleet utilisation. This approach supports improved value for money for the NHS while also helping to deliver sustainability benefits through fewer journeys and lower emissions, aligning with the NHS ambition to reach net zero carbon by 2040.

Tender Quality Score

This tender for Internal Mail & Courier Services presents a generally good quality with a clear description and sufficient basic information. However, it lacks specific detail on evaluation criteria and technical requirements, and offers limited insight into sustainability initiatives beyond general alignment with net-zero ambitions.

Score Breakdown

Legal Compliance75/100

The tender generally adheres to legal compliance standards. A proper CPV code is provided, and there is no indication of disputes. The procedure type, 'Competitive flexible procedure,' suggests a regulatory framework is in place. The deadline, while potentially tight given the complexity of a nationwide service, is specified. However, the absence of a 'reveal date' for the full tender documentation is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description of the required services is clear, detailing the scope (mail, pathology, equipment, ad hoc items) and geographic coverage (Norfolk, Suffolk, Cambridgeshire). The rationale for a single, non-regional lot is well-explained, highlighting efficiency and risk reduction. However, the absence of specified evaluation criteria leaves potential bidders unclear on how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are also specified. However, the tender is significantly incomplete due to the lack of detailed requirements for exclusion grounds, eligibility, technical capability, financial, and submission criteria. Crucially, none of the 5 tender documents have provided content or summaries, rendering a full assessment of completeness impossible.

No document content available
Missing specific requirements in AI-extracted sections
Fairness85/100

The decision to keep the service as a single, non-regional requirement is justified by operational efficiency and value for money, which promotes fairness by allowing suppliers to design optimal routes. The value is disclosed, and the procedure type is competitive. However, the lack of clearly defined evaluation criteria could potentially lead to subjective assessments, and the limited access to document content before the submission deadline impacts the overall fairness.

No evaluation criteria specified
No document content available
Practicality65/100

The contract duration and start date are specified. The estimated value provides financial context. However, the 'Issues' section flags 'No e-submission,' which is a significant practical drawback in modern procurement. Additionally, the lack of document content makes it difficult to assess the practicality of the specific technical and operational requirements.

No e-submission indicated
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated consistently. There are no reported disputes. The contract start date aligns with the submission deadline, which might be aggressive but is logically presented. The CPV code and NUTS code are provided. Overall, the structured data presented is consistent.

Sustainability50/100

The description mentions alignment with the NHS ambition to reach net-zero carbon by 2040, highlighting benefits through fewer journeys and lower emissions. However, there are no explicit 'green procurement' requirements, social criteria, or innovation focus detailed in the AI-extracted requirements or flags. The tender is also not indicated as EU funded.

Not explicitly green procurement
No explicit social criteria

Strengths

Clear service description and rationale for lot structure
Well-defined geographic coverage
Estimated value and contract duration specified
CPV and NUTS codes provided

Concerns

Crucially missing document content
Lack of specified evaluation criteria
Absence of detailed technical, eligibility, and financial requirements
Potential for manual submission (not e-submission)

Recommendations

1. Provide full access to tender documents with clear summaries before the submission deadline.

3. Clarify the e-submission process.
