Original Tender Description

Transport for West Midlands (TfWM) are seeking to appoint a supplier to deliver a chapter of the TFWM commercial strategy, based on revenue that TfWM is generating outside of ticket sales. During 2025/26, £6m was generated from bus stop advertising and approximately £70k from CCTV monitoring and drone piloting services. Whilst TfWM brought in ~£17m from asset monetisation and service provision in the last financial year; evidence from comparable transport authorities suggest other opportunities for revenue generation. The 2027-2030 Transport for West Midlands Commercial Strategy will consist of three significant chapters; Asset and Service Commercialisation, Farebox Growth and Fleet & Electrification. Collectively, these chapters will support TfWM in maximising revenue generating and cost saving opportunities through a period of extraordinary change. This market engagement focuses solely on the Asset and Service Commercialisation chapter. Focussing the chapter to three years (2027-2030) gives TfWM the flexibility to navigate emerging evidence from bus franchising whilst providing credible, actionable recommendations that will develop commercial mindset and capabilities. Longer term, the Commercial Strategy will ensure TfWM has a diverse range of profitable income streams that works towards reducing reliance on public subsidies.
