Tender Quality Score

This tender is of moderate quality, offering a clear service description but limited transparency and practicality due to missing evaluation criteria and the absence of e-submission.

Score Breakdown

Legal Compliance75/100

Deadlines are reasonable, and the procedure type is clear, though codes are missing. The CPV code could be more specific for the primary service. The failed download of the Tender Notice document and the lack of explicit mandatory exclusion grounds/financial requirements in the summary are concerns for full disclosure and compliance.

CPV code could be more specific (60000000 - Transport services)
Missing codes for procedure type
Clarity60/100

The service description is clear and unambiguous. However, the absence of explicit evaluation criteria and detailed performance conditions significantly hinders clarity for potential bidders. AI-extracted requirements are high-level but lack specific metrics.

Missing evaluation criteria
Performance conditions not clearly stated
Completeness65/100

Basic information, financial details, and timeline are adequately provided. However, major gaps include the missing evaluation criteria, the lack of explicit mandatory exclusion grounds and financial requirements in the summary, and critically, the failed download of the primary Tender Notice document.

Missing evaluation criteria
No explicit mandatory exclusion grounds or financial requirements in summary
Fairness50/100

The absence of explicit evaluation criteria makes the procurement process opaque and potentially unfair to bidders. The failed download of the primary Tender Notice document restricts full and equal access to essential information. The lack of e-submission also impacts equal access and modern procurement practices.

Missing evaluation criteria
Failed download of primary Tender Notice document
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of electronic submission is a significant practical drawback for bidders, potentially increasing administrative burden and limiting participation.

No electronic submission supported
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include the empty 'Liable Person' field, missing codes for procedure type, and the contradictory 'Value Classified: Yes' flag when the value is disclosed.

Liable Person field is empty
Missing codes for procedure type
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

Not green procurement
No social criteria

Strengths

Clear service description and scope of work
Reasonable submission deadline (29 days)

Requirements appear generic, avoiding tailoring

Concerns

Absence of explicit evaluation criteria
Failed download of the primary Tender Notice document
Lack of electronic submission option
Missing explicit mandatory exclusion grounds and financial requirements in the summary
No sustainability, social, or innovation considerations

Recommendations

1. Publish comprehensive and objective evaluation criteria to ensure transparency and fairness.
2. Ensure all tender documents, especially the primary Tender Notice, are fully accessible and downloadable.
3. Implement an electronic submission platform for improved accessibility, efficiency, and security.
