Original Tender Description

Brunelcare wishes to invite Tender Responses for the supply and install of Fire Alarm installation works and associated goods across the Bunelcare estate to ensure all properties remain compliant, whilst residents remain safe within their homes. The Supplier shall be responsible for delivering the replacement and installation of 10 Fire Alarm systems across a range of properties, including care homes, extra care and independent sheltered facilities. The Supplier shall develop and implement a delivery programme in full coordination with Brunelcare, ensuring that all works are executed efficiently, with minimal disruption to residents and ongoing operations. The fire alarm installations will be a mixed contract, where the largest element will be the fire safety works, with supplies being within the contract as well. Brunelcare is a Bristol-based charity providing high-quality housing, care and support for later living in the South West. The Brunelcare estate comprises a diverse property portfolio, including sheltered housing, bungalow sites, and a retirement village. It also features several CQC-registered locations, including extra care schemes and care homes. The Supplier is expected to plan works in a phased, site-specific manner that accommodates the operational needs of each facility type and its residents. Brunelcare is undertaking an Open Procedure to select a suitable Supplier to deliver the replacement and installation of Fire Alarn Contract to commence on 1st September 2026 (two (2) year contract term). The Contract value is £700,000 for the programme (inclusive of VAT). Full scope details can be found with the associated tender documents at ProContract. The tender deadline for this opportunity is 12pm (noon) on 22nd May 2026. Please note that Shared Service for Housing (SSfH) is acting as the managing organisation on behalf of Brunelcare for this tender opportunity.

Tender Quality Score

This tender is generally well-structured, offering good clarity and fairness, but lacks specific details on evaluation criteria and sustainability, impacting its overall score.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal requirements by specifying an open procedure, a clear organization, and a CPV code. However, the absence of explicitly stated mandatory exclusion grounds and missing information regarding evaluation criteria prevent a higher score.

No specific mandatory exclusion grounds detailed
No evaluation criteria specified
Clarity80/100

The description provides a clear overview of the scope, objectives, and context of the works required. The AI-extracted requirements offer a good breakdown, but the full scope details are only accessible through external documents, slightly impacting clarity.

Full scope details only available in external tender documents
Completeness70/100

Most basic information such as title, organization, value, and deadlines are present. However, the lack of accessible content for the tender documents means crucial details are not immediately verifiable, and there's no explicit mention of financing sources.

No tender document content available
Financing information not explicitly detailed
Fairness85/100

The tender is an open competition, making it accessible to a wide range of suppliers. The value is disclosed, and the criteria, while not fully detailed, appear objective. Access to the full document set through ProContract is positive, but the absence of explicit evaluation criteria slightly diminishes transparency.

Practicality65/100

The tender specifies an e-submission platform (ProContract), which is practical. However, the lack of direct document URLs within the provided text and no explicit mention of how the contract start date aligns with potential financing or funding availability reduces its practicality score.

No direct document URLs provided in the extracted text
No explicit confirmation of financing availability linked to contract start
Data Consistency90/100

Key fields like title, reference, organization, value, deadlines, and contract duration are consistently populated. There are no reported disputes or suspensions, and the dates are logically aligned.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements, which are becoming increasingly important in public tenders. It also does not state if it is EU funded.

No mention of green procurement
No mention of social aspects
