Tender Quality Score

This tender provides essential basic information and clear service descriptions but suffers significantly from the lack of accessible full tender documents and the absence of specified evaluation criteria. While the requirements appear generic and not tailored, the overall transparency and completeness are compromised, impacting fairness and practicality for potential bidders.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined, and there are no disputes. However, the 'Liable Person' is missing, and the tender's reveal date is not provided, which hinders a full assessment of the timeline. The mandatory exclusion grounds reference UK regulations, indicating compliance awareness.

Liable Person missing
Missing reveal date
Clarity60/100

The service description and AI-extracted requirements are clear and understandable. However, the critical absence of specified evaluation criteria is a major drawback, preventing bidders from understanding how their proposals will be judged.

No evaluation criteria specified
Completeness50/100

Basic information such as title, reference, organization, value, and duration is present. However, the complete absence of content for the 4 tender documents and the explicit lack of evaluation criteria make this tender significantly incomplete for a bidder to properly respond.

No document content available
Missing evaluation criteria
Fairness40/100

The lack of access to full tender documents and the absence of evaluation criteria are critical fairness issues, as bidders cannot fully understand the terms or how their bids will be assessed. The lack of e-submission also limits equal access. Requirements appear generic.

No full document access
No evaluation criteria specified
Practicality55/100

The absence of electronic submission support and a direct document URL significantly reduce the practicality of this tender. While the contract start date and duration are known, the process for accessing full details and submitting bids appears less streamlined.

No e-submission
No document URL provided
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include missing codes for 'Type' and 'Procedure' and the 'Liable Person' field being empty.

Liable Person missing
Empty codes for Type and Procedure
Sustainability20/100

The tender does not explicitly mention any green procurement aspects, social criteria, or a focus on innovation. This indicates a lack of integration of sustainability considerations into the procurement process.
