Original Tender Description

Northern Gas Networks (NGN) is initiating a Phase 2 procurement event to expand the existing Direct Service Provider (DSP) Framework. This expansion is required due to capacity constraints and aims to supplement, not replace, existing suppliers. The requirement covers the provision of multiple DSPs to support Gas Mains Replacement, Reinforcement, New Connections, Specialist Gas Services, and Diversions throughout the RIIO price control period. The expanded framework will help enable delivery of up to 600km of mains replacement and related works, alongside customer-driven connection activities. The framework will operate across the full NGN geography, with awards made on the basis of the most advantageous outcome for NGN.

Tender Quality Score

This tender presents significant quality concerns, primarily due to critical missing documentation, lack of detailed evaluation criteria, and absence of e-submission, despite a clear project description and reasonable submission timeframe.

Score Breakdown

Legal Compliance45/100

The tender lacks explicit mandatory exclusion grounds and specific financial requirements, which are fundamental for legal compliance. A critical attachment is inaccessible ('Page not found'), hindering full disclosure. While the submission deadline is reasonable, these omissions are significant.

Missing explicit mandatory exclusion grounds
Missing specific financial requirements for bidders
Clarity65/100

The project description is clear and unambiguous regarding the scope and purpose. However, the absence of detailed, objective evaluation criteria significantly reduces the overall clarity for potential bidders on how their proposals will be assessed.

Missing detailed evaluation criteria
Completeness40/100

The tender is critically incomplete due to a 'Page not found' error for a key attachment. Furthermore, essential information such as detailed financial requirements, mandatory exclusion grounds, and specific evaluation criteria are explicitly noted as missing or undefined.

Critical tender attachment inaccessible ('Page not found')
Missing detailed financial requirements
Fairness45/100

Fairness is severely impacted by the inaccessible tender document and the lack of detailed, objective evaluation criteria, which can lead to subjective assessment. The absence of e-submission also creates an unequal playing field for potential bidders.

No full document access (broken link)
Lack of detailed, objective evaluation criteria
Practicality50/100

The lack of electronic submission is a significant practical drawback in modern procurement. The inaccessible document link and the illogical contract start date (same as submission deadline) also pose practical challenges and confusion for bidders.

No electronic submission (e-submission)
Inaccessible tender document link
Data Consistency60/100

Several inconsistencies are present, including missing codes for procedure type, a contradiction between 'Estimated Value' and 'Value Classified: Yes', and an illogical contract start date matching the submission deadline. A minor discrepancy in submission time is also noted.

Contract start date is illogical (same as submission deadline)
Contradiction between 'Estimated Value' and 'Value Classified: Yes'
Sustainability20/100

The tender makes no mention of any green procurement, social aspects, or innovation focus, indicating a complete absence of sustainability considerations in the procurement process.

No green procurement criteria
No social aspects mentioned

Strengths

Clear description of the project's purpose and scope
Reasonable submission deadline, allowing ample preparation time
Estimated value and CPV code are provided
Opportunity to tender for specific regions within the network

Concerns

Critical tender attachment ('Attachment A-10796') is a 'Page not found' error
Lack of detailed evaluation criteria, making assessment subjective
Absence of explicit mandatory exclusion grounds and financial requirements for bidders
No support for electronic submission (e-submission)
Inconsistencies in key dates (contract start date matching submission deadline)

Recommendations

1. Immediately rectify the 'Page not found' error for Attachment A-10796 and ensure all tender documents are accessible.
2. Provide clear, objective, and detailed evaluation criteria with weightings to ensure transparency and fairness.
3. Explicitly state mandatory exclusion grounds and financial requirements for bidders to ensure legal compliance and clarity.
