Original Tender Description

Transport for London (TfL) is procuring on behalf of the Greater London Authority (GLA), and invites suitably qualified suppliers to participate in, an Open Procedure for the delivery of services under the Mayor's Homes Off the Streets (HOTS) programme. This recommissioning process presents a vital opportunity to reshape the future of rough sleeping services to achieve the Mayor's Rough Sleeping Plan of Action, (https://www.london.gov.uk/programmes-strategies/housing-and-land/mayors-priorities-londons-housing-and-land/homelessness/services-people-experiencing-homelessness-including-sleeping-rough/mayors-rough-sleeping-plan-action) with the ambitious goal of ending rough sleeping in London by 2030. We are seeking to transform service delivery models to preventing returns to rough sleeping, and ensure targeted sustainable routes off the streets. There are seven lots in total. This procurement covers the delivery of a pan-London Clearing House service and six Tenancy Sustainment Team (TST) services, including five geographic sub-regional TST lots that form part of the Clearing House partnership, and one pan-London Private Rented Sector (PRS) TST which is a standalone service. These services support residents with a history of rough sleeping to access, sustain, and thrive in long‑term stable housing. 1. Clearing House (Lot 1) A single pan‑London contract delivering: • Coordination of referrals, property nominations and allocations • Partnership working with housing associations and support providers • Management of the 3,700+ home Clearing House partnership • Providing the Clearing House system used by stakeholders to make referrals and advertise homes 2. Tenancy Sustainment Teams (TST) (Lots 2-6) The TSTs will provide floating long-term support to tenants in Clearing House accommodation. Working in partnership with the Clearing House and landlords, the service will deliver client assessments and on-going tenant support around: • Tenancy sustainment • Access to employment, training and education • Personal wellbeing, community integration and independence TST lots are structured to mirror the London housing sub-regions, as follows: • Lot 2 - North Central • Lot 3 - North East • Lot 4 - South East • Lot 5 - South West • Lot 6 - North West 3. Private Rented Sector (PRS) Tenancy Sustainment Team (TST) (Lot 7) PRS TST will provide short-term floating support to clients at the point that they first move into private rented sector accommodation. They will manage referrals and assessments and provide support around: • Setting up a tenancy, including utilities and bills • Understanding tenancy rights and responsibilities • Tenancy sustainment • Personal wellbeing, community integration and independence Bidders may apply for multiple lots; however the total annual value of awards will be limited to a maximum of 50% of the bidder's annual turnover. All lots include a core element and General Optional services to support increased caseloads. Lot 7 additionally includes a Specific Optional services element to deliver a PRS Tenancy Rescue service offer, consisting of crisis intervention for tenants at imminent risk of losing PRS accommodation. Please note this is the estimated maximum value. Actual values of the services are likely to be lower than this value. The values include core services, specific optional services, and general optional services including expansion of the services. Contract start date is estimated to be 1st April 2027. Contract duration will be of three (3) years and options to extend the contract for a further period of up to three (3) years, exercisable in one or more periods. The maximum duration of the contract (including all extensions) will be no more than six (6) years.
