Original Tender Description

The Chester Diocesan Learning Trust are seeking to procure a number of providers for a multi-supplier framework for catering services. The main objective of this procurement exercise is to deliver the procurement of a framework that will enable the Trust to source catering services for its schools. There are initially 6 schools in this framework, however, other schools may call off later. It should be noted that it is not mandatory for schools to use this framework. Schools will only call off from this agreement if they have a requirement to do so. It is envisaged the number of contractors on the framework will be between 1 and 3. The provision of the service must demonstrate the best value approach and be flexible in its delivery and operation to ensure that the needs and ethos of individual schools are supported.

Tender Quality Score

This tender provides a clear description of the required catering services framework but exhibits notable deficiencies in transparency, modern procurement practices, and potential restrictions on competition.

Score Breakdown

Legal Compliance75/100

The tender generally follows a standard restricted procedure, with appropriate CPV and NUTS codes. However, the absence of specific procedure codes, a missing reveal date, and the lack of explicit evaluation criteria in the initial notice detract from full legal compliance and transparency.

Missing procedure codes
Missing reveal date
Clarity80/100

The description of the framework, its objectives, and the general requirements are clear and well-articulated. The AI-extracted requirements are comprehensive. However, the critical absence of specified evaluation criteria in the main tender notice significantly reduces clarity for potential bidders.

Evaluation criteria not specified in the main notice
Completeness70/100

Most basic information, including title, reference, organization, value, and duration, is present. However, the 'Liable Person' is missing, procedure codes are absent, and crucially, evaluation criteria are not provided. The full tender documents (PSQ/ITT) are not directly accessible from this overview, and there's a minor inconsistency in the contract start date.

Liable Person missing
Procedure codes missing
Fairness60/100

Fairness is significantly impacted by several factors. The £10,000,000 GBP Employer's Liability Insurance requirement is exceptionally high and may unduly restrict smaller, capable bidders. The envisaged number of framework contractors (1-3) for a multi-supplier framework is very limited, potentially stifling competition. The lack of e-submission and upfront evaluation criteria further reduces transparency and equal access.

High Employer's Liability Insurance requirement (£10M) potentially restrictive
Very limited number of framework contractors (1-3) for a multi-supplier framework
Practicality65/100

The tender suffers from significant practical drawbacks. The absence of electronic submission capability is a major deficiency in modern procurement, hindering accessibility and efficiency. An explicit document URL is also not provided in the overview.

No electronic submission supported
No explicit document URL provided
Data Consistency85/100

Data consistency is generally good, with most key fields populated and no disputes or suspensions. Minor inconsistencies include the missing 'Liable Person' and procedure codes, along with a slight discrepancy between the stated contract start date in the basic info and the description.

Missing Liable Person
Missing procedure codes
Sustainability20/100

The tender completely lacks any explicit mention of green procurement, social aspects, or innovation criteria. This represents a significant missed opportunity to integrate modern sustainability and social value principles into the procurement process.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of services and framework structure
Estimated value and duration clearly specified
Appropriate CPV code and NUTS code provided
Detailed timeline for the competitive flexible procedure stages
Requirements (eligibility, technical, financial, submission) are well-summarized

Concerns

Lack of explicit evaluation criteria in the initial notice
No electronic submission capability
High Employer's Liability Insurance requirement (£10M)
Very limited number of potential framework contractors (1-3)
Absence of sustainability, social, or innovation criteria

Recommendations

1. Publish detailed evaluation criteria upfront to enhance transparency and fairness for all bidders.
2. Implement electronic submission for improved accessibility, efficiency, and alignment with modern procurement standards.
3. Re-evaluate the minimum number of framework contractors to encourage broader competition and market engagement.
