Original Tender Description

United Utilities Laboratory Services require a courier service for the transportation of samples from sites across the Company to the central Laboratory at Lingley Mere (Warrington) on a daily basis. It is a requirement of OFWAT (The Water Services Regulation Authority) that the Company constantly undertakes analysis of water/waste water samples from various sample points throughout the North-West Region. Water Quality Officers, Network Owners, Wastewater Operatives, Trade Effluent Officers, Agricultural Advisors and Project Staff obtain the samples requiring analysis. Samples are left at drop off points for collection by the dedicated courier in a refrigerated van. Samples need to be transported under refrigerated conditions to ensure that they are maintained at a temperature of between 2 and 7 degrees centigrade. It is a requirement to maintain evidence that this has been achieved to enable United Utilities to adhere to regulatory requirements with respect to the transportation of accredited samples under the Environment Agency's Monitoring Certification Scheme (MCERTs), Drinking Water Test Specifications (DWTS) and ISO 17025. On collection, the courier takes the samples to a Sample Registration Centre (SRC) or directly to Lingley Mere Laboratories Sample Reception. An additional dedicated courier service is then required to operate between the SRC's and the Laboratories at Lingley Mere, where required. Consignment Notes or Delivery Notes detailing the sample load carried and all other required information to the Laboratory at Lingley Mere are part of the hand-over procedure at the SRCs and the Laboratory. These are currently in paper form, the Company would like to move this to an electronic format, where reports should consist of (minimum requirement): • Sample bottle barcode number • crate barcode number • vehicle registration • collection date and time • collection location • time samples dropped off • location of sample drop off Route optimisation will also be a requirement of the tender, with bidders expected to demonstrate how routes will be optimised to ensure efficiency, reliability, and timely delivery of samples while maintaining required temperature controls. Detailed dates and milestones will be share in the tender documentation.

Tender Quality Score

This tender provides a clear service description but is significantly hampered by critical omissions in legal compliance, completeness, and fairness, notably the absence of mandatory requirements and evaluation criteria, alongside a lack of e-submission.

Score Breakdown

Legal Compliance30/100

The tender is critically deficient in legal compliance due to the explicit absence of mandatory exclusion grounds, eligibility requirements, and financial requirements. While the procedure type is stated, the corresponding codes are missing. The 'Over Sum Limit: No' for an 11.5M EUR contract for a utility company is also questionable under standard procurement regulations.

Missing mandatory exclusion grounds
Missing eligibility requirements
Clarity65/100

The description of the required courier service and its technical specifications (e.g., temperature control, regulatory adherence, electronic notes, route optimisation) is exceptionally clear and detailed. However, the explicit absence of evaluation criteria significantly reduces overall clarity for potential bidders, making it difficult to understand how proposals will be assessed.

No evaluation criteria specified
Completeness55/100

While basic information like title, reference, organization, value, and duration are present, the tender is incomplete due to the critical absence of mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria. The 'Required: No' status for all listed documents is also unusual and raises questions about the full tender documentation's accessibility and content.

Missing mandatory exclusion grounds, eligibility, and financial requirements
Missing evaluation criteria
Fairness35/100

Fairness is severely compromised by the complete absence of evaluation criteria, which prevents bidders from understanding the basis of award. The lack of an electronic submission option (as flagged by automated checks) creates an unnecessary barrier and reduces equal access. The limited information on full document access also contributes to fairness concerns.

No evaluation criteria specified
No electronic submission option
Practicality45/100

The tender's practicality is significantly hindered by the lack of electronic submission, which is a standard expectation in modern procurement. The contract start date being identical to the submission deadline is highly impractical and indicates a data inconsistency, suggesting an unrealistic timeline for evaluation and award. A document URL is also not provided in the snippet.

No electronic submission supported
Contract start date is inconsistent with submission deadline (same date)
Data Consistency50/100

A major data inconsistency is the contract start date being identical to the submission deadline, which is illogical for a competitive procedure. While most key fields are populated, the missing codes for 'Type' and 'Procedure' and the absence of critical requirements (exclusion, eligibility, financial, evaluation) also indicate gaps in consistent data provision.

Contract start date is identical to submission deadline
Missing codes for 'Type' and 'Procedure'
Sustainability45/100

The tender shows a minor focus on innovation through the requirement for electronic consignment notes and route optimisation. However, it explicitly lacks any mention of green procurement criteria or social aspects, which are increasingly important in public procurement.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed service description with specific technical requirements
Estimated value and contract duration are clearly specified
CPV code is correctly assigned
Includes elements of innovation (electronic consignment notes, route optimisation)

Concerns

Critical absence of mandatory exclusion grounds, eligibility, and financial requirements
No evaluation criteria specified, impacting clarity and fairness
Lack of electronic submission option
Inconsistent contract start date (same as submission deadline)
Absence of explicit green or social procurement criteria

Recommendations

1. Immediately update the tender documentation to include all mandatory legal, eligibility, financial, and evaluation criteria.
2. Implement an electronic submission platform to enhance fairness, accessibility, and practicality.
3. Correct the contract start date to reflect a realistic timeline for evaluation and award.
