Original Tender Description

NHS Wales Shared Services Partnership (NWSSP), on behalf of NHS Wales organisations, requires the provision of a fully managed commercial storage and distribution service to support the storage, management and deployment of medical consumables, including pandemic preparedness stock such as Personal Protective Equipment (PPE). The requirement originates from the need to maintain appropriate levels of strategic stockholding across Wales to ensure preparedness, resilience and continuity of supply in response to public health emergencies. Whilst demand has reduced from peak pandemic levels, Welsh Government guidance continues to require the maintenance of resilience stock to support future emergency response capability. NWSSP currently operates core warehousing infrastructure across Denbigh, Bridgend and Newport. These facilities operate under a structured stock management model aligned to forecast usage but have limited capacity to accommodate additional volumes. As a result, commercial storage provision remains essential to support ongoing resilience requirements. This procurement seeks to establish a compliant, resilient and scalable service that ensures continuity of supply, rapid deployment capability and effective stock management across Wales.
