Original Tender Description

The purpose of this contract notice is for the procurement of the Scotland’s Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency (“NDEE”) Framework for public sector estate improvement works. This procurement will follow a two stage Restricted Procedure: suppliers will first complete an SPD, and shortlisted suppliers will then be invited to submit a full tender at the ITT stage. The Framework, which the Scottish Government will manage, will cover building energy retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. It will enable public sector bodies wishing to take forward energy retrofit projects to use (or ‘call off) the Framework and run mini-competitions with suppliers appointed to it to deliver those projects. In addition, the Scottish Government will incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero. In addition to the delivery of works as part of energy retrofit projects, public sector bodies may require framework suppliers to deliver ancillary services. For example, at call-off stage, Economic Operators may be expected to demonstrate their capability to operate and maintain the technology they install. This could include ongoing maintenance or technical support; however, such services will be subject to Framework Public Bodies' needs and may not be required for every project. Where these services are necessary, suppliers may be requested to provide them directly or alternatively through an approved subcontractor, with responsibility for quality and performance remaining with the primary contractor. The Framework will have one lot, comprising multiple framework suppliers each able to deliver energy efficiency works and services to public sector bodies via a range of technical solutions that will provide guaranteed energy performance over the term of the call-off contract awarded under the Framework. Economic Operators will be expected to have the capacity to provide the services, including via supply chain, across all regions of Scotland including the Highlands and Islands. Further details on the project can be found in the Draft Statement of Requirements documents located in PCS-T. This document is subject to change. No public sector body is committed to place an order under the Framework Agreement. The Framework is intended to support large-scale, complex retrofit and decarbonisation projects, typically exceeding 1 million GBP in value, although project values may vary depending on specific requirements. Projects below this value may also be delivered through the Framework where appropriate; however, alternative existing frameworks may be better suited to lower-value or less complex requirements. Please note that this Framework once placed can be accessed by all public sector bodies including: - central government - health boards - local authorities and arms-length external organisations - universities higher education institutes and further education colleges - other public bodies
