Score Breakdown

Legal Compliance55/100

The tender lacks a defined procedure type and a reveal date, which are fundamental for legal compliance. While it's an Early Market Engagement, these omissions indicate a lack of formal structure. CPV codes are appropriate, and there are no disputes.

Missing definition of procedure type
Missing reveal date
Clarity65/100

The description of the required services and the AI-extracted requirements are clear and understandable for an EME. However, the absence of any specified evaluation criteria significantly reduces clarity for potential bidders.

No specified evaluation criteria
Completeness45/100

While basic information, value, and timeline are present, the critical absence of any accessible tender documents (content/summaries: 0) is a major deficiency. Evaluation criteria are also missing.

Practicality45/100

The absence of electronic submission capabilities and accessible tender documents creates practical hurdles for interested parties to engage effectively. The contract start date and duration are clearly stated.

No accessible tender documents
Data Consistency55/100

Key fields such as 'Type' and 'Procedure' are unpopulated ('None'), and the 'Liable Person' is missing. The discrepancy between the number of documents and the lack of content also indicates inconsistency. Dates are logical.
