Avinor AS har intensjon om å inngå en avtale med Siemens AS om oppgradering av bygg-SRO på Oslo Lufthavn fra Siemens Desigo Insight til Siemens Desigo CC. SRO-anlegget er levert og driftes av Siemens AS. Å gjennomføre oppgraderingen forutsetter tilgang til lisenser og programvare, herunder kildekoder. Ettersom det bare er Siemens som har disse tilgangene er det ikke mulig for andre leverandører å utføre oppdraget. I medhold av forsyningsforskriften § 9-3 (1) bokstav b nr. 3 har Avinor som intens
