Original Tender Description

There is a requirement to tender for the provision of Cleaning Services at Buckinghamshire Council Corporate Offices and cross county sites, to ensure we are keeping our buildings clean and safe to fulfil our health and safety obligations. There are 74 sites in total. The contract will be for an initial term of 3 years, commencing on 1st of August 2026 and ending on 31st July 2029. The contract may be extended by one further 2-year period, and then another further 1-year period, making a potential total contract length of 6 years. The total contract spend for the full 6 years is estimated at £ 9,252,939. This is only an estimate, and the actual spend maybe higher or lower than this figure. This service is being procured using a two-stage procurement process which consists of: • Stage 1 Invitation to Participate – A selection process using a Procurement Specific Questionnaire (PSQ) • Stage 2 Suppliers successfully shortlisted at Stage 1 of the Procurement will be invited to submit tenders. This advert is for Stage 1 only. For the avoidance of doubt, bidders must only complete and return the PSQ (and any documents requested within the PSQ) at this stage 1. The Council is of the opinion that TUPE will apply. The In Procurement Specific Questionnaire (PSQ) and associated documents for this opportunity are published on the Council's procurement portal: https://in-tendhost.co.uk/buckinghamshire-council If you wish to participate and have not yet registered, please ensure you do so via the procurement portal in order to access the documentation. The Procurement Specific Questionnaire (PSQ) must be returned via the Council's procurement portal. The return date is midday on Friday 20th March 2026. Procurement Specific Questionnaire (PSQ) received after this time and date will not be accepted. The contract will not be divided into Lots. The reason for not having Lots is that we have previously considered fractionalizing the tender into lots, however had moved away from this direction. The reason for this is that we have a business need for a single contract, with one main contact and oversight presiding over the whole, which would reduce our management time and pick up economies of scale throughout the supply chain. We have previously found that one point of contact overall with several area managers gives us a suitable and timely service response, with resilience provided through the area managers.

Tender Quality Score

This tender for cleaning services is generally well-structured, with clear requirements for Stage 1. However, it lacks specific evaluation criteria and details on sustainability, and the submission deadline for Stage 1 appears to be in the past.

Score Breakdown

Legal Compliance75/100

The tender outlines a clear two-stage process and specifies a CPV code. However, the submission deadline for Stage 1 (March 20, 2026) has already passed relative to the tender date (March 3, 2026), which is a significant legal compliance issue. The absence of a reveal date for Stage 2 also creates uncertainty.

Stage 1 submission deadline has passed relative to the tender date.
Clarity80/100

The description of the service requirement, the number of sites, and the two-stage procurement process are clearly articulated. The reasons for not dividing the contract into lots are also explained. However, the absence of specified evaluation criteria for Stage 1 is a notable lack of clarity.

No evaluation criteria specified for Stage 1.
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. The description provides context for the service. However, the lack of available document content and the missing reveal date for Stage 2 detract from completeness.

No document content available.
Missing reveal date for Stage 2.
Fairness85/100

The tender is conducted via an e-procurement portal, which promotes accessibility. The estimated value is disclosed, and the criteria for Stage 1 (PSQ) are implied to be based on eligibility and capability. The process is not tailored to specific companies.

Practicality65/100

The use of an e-procurement portal for submission is practical. However, the contract start date is listed as the same as the submission deadline, which is illogical. Financing information is not explicitly detailed, and the contract duration is clearly stated.

Contract start date is the same as the submission deadline, which is illogical.
Data Consistency90/100

Key fields such as title, reference, organization, and CPV code are populated. There are no reported disputes or suspensions. The dates provided, while problematic for the Stage 1 deadline, are internally consistent within the tender document itself.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender description or AI-extracted requirements. This suggests a lack of focus on sustainability criteria.

No mention of green procurement.
No mention of social aspects.
