Tender Quality Score

This tender for a new website and online collection system is generally well-structured but lacks detail in key areas, particularly evaluation criteria and specific submission requirements.

Score Breakdown

Legal Compliance75/100

The tender appears to follow standard procurement procedures with a clear CPV code and no obvious disputes. The deadlines are present, but the relatively short timeframe between announcement and deadline for a project of this scope could be a concern. The procedure type is noted as 'Competitive flexible procedure' but lacks a specific code which hinders full assessment.

Short submission deadline relative to project scope
Missing specific code for 'Competitive flexible procedure'
Clarity80/100

The description of the project's objectives is clear, outlining the need to rebuild the existing website and develop a new online collection system. However, the absence of specified evaluation criteria makes it difficult for potential bidders to understand how their submissions will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information like title, reference, organization, estimated value, duration, and CPV code is present. However, the lack of content for any of the 7 attached documents is a significant gap, preventing bidders from accessing crucial project details. Submission requirements are also not detailed.

No document content available for 7 attached documents
No specific submission requirements listed
Fairness85/100

The tender appears fair as it does not appear to tailor requirements to specific companies. The estimated value is disclosed, and the process seems objective. However, the lack of clear evaluation criteria could be perceived as less transparent. The 'restricted' type needs further clarification regarding selection criteria for participants.

Missing evaluation criteria affects transparency
Practicality65/100

The tender mentions a contract start date, but the lack of an e-submission option and the absence of financing information reduce its practicality for bidders. The stated contract start date matching the submission deadline is also unusual.

No e-submission specified
Missing financing information
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated, and there are no reported disputes or suspensions. The dates provided are logically consistent, although the contract start date coinciding with the submission deadline is a point of note.

Contract start date matches submission deadline
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements, nor does it state if it is EU funded, indicating a lack of focus on sustainability in its current form.

No mention of green procurement
No mention of social aspects

Strengths

Clear project title and reference number
Organization and estimated value disclosed
CPV code provided
General project description is understandable

Concerns

Lack of content in tender documents
Missing evaluation criteria
No e-submission specified
Short submission deadline relative to project scope

Recommendations

1. Provide full content for all tender documents.
2. Clearly define evaluation criteria and submission requirements.
3. Consider extending the submission deadline and clarifying the e-submission process.
