Original Tender Description

Sheffield City Council (SCC) is commissioning a Strategic Delivery Partner to support the transformation of its Technology Enabled Care (TEC) service from a traditional telecare offer into a modern, digital, outcomes based and preventative service embedded across Adult Social Care. This is a strategic partnership contract, not solely a monitoring or equipment service. SCC is seeking an experienced TEC partner that can: • Lead system wide transformation and culture change • Embed a “TEC First” approach across Adult Health & Social Care pathways • Support innovation, digitisation and interoperability • Upskill SCC employees to enable the transfer of key responsibilities in year 3. • Deliver measurable outcomes and financial savings • Work collaboratively with the Council’s in house City Wide Care Alarms (CWCA) service

Tender Quality Score

This tender for Technology Enabled Care (TEC) services is generally well-structured, with a clear description of the strategic partnership sought. However, it lacks specific evaluation criteria and details on submission forms, impacting overall clarity and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard open procedure requirements and includes a proper CPV code. Deadlines appear reasonable given the contract value and duration. No disputes are noted. The primary concern is the absence of explicitly stated evaluation criteria, which could indirectly affect legal compliance if interpreted as a lack of transparency in the selection process.

Missing evaluation criteria
Clarity80/100

The description of the TEC service delivery model and the desired strategic partnership is clear and detailed, outlining key objectives such as transformation, innovation, and upskilling. However, the lack of specified submission forms or templates introduces ambiguity for bidders.

No specific submission forms or templates mentioned
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the absence of detailed tender documents with content or summaries, and the lack of specific financial stability requirements, reduce the completeness score.

No document content available
No specific financial stability or turnover requirements detailed
Fairness85/100

The tender is an open procedure, allowing broad access. The estimated value is disclosed, and the requirements, while specific to TEC transformation, are framed as capabilities rather than tailored to a single company. The main concern is the lack of specified evaluation criteria, which could lead to subjective assessments.

Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission, document URLs, and financing details limits its practicality. The requirement for bids in multiple languages (English, Estonian, Latvian, Polish, and Lithuanian) adds a layer of complexity for bidders.

No e-submission mentioned
No document URLs provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The dates provided for submission deadline and contract start are consistent with the contract duration.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation focus, or EU funding, which are key components of sustainability in public procurement. While innovation is mentioned as a desired capability, it is not framed as a sustainability criterion.

Not green procurement
No social criteria mentioned
