Original Tender Description

Mobile CT Lung Screening Service - The Lung Cancer Screening programme invites people between the ages of 55-74 who have ever smoked, to an NHS lung Health Check. At the lung health check a participant is asked a series of questions to calculate their risk of having lung cancer now or in the future. If the person is thought to be of high risk they are offered a low dose CT scan. The requirement would be framed around a mobile screening unit with CT modality, IT interoperability, for both staffed and unstaffed provision.

Good

Tender Quality Score

This is a preliminary market engagement notice for a mobile CT lung screening service, demonstrating good clarity and initial completeness for its planning stage, but lacking a defined procedure type and e-submission capabilities.

Score Breakdown

Legal Compliance75/100

The primary legal concern is the missing procedure type, which is a fundamental element for any procurement, even at the planning stage. However, as a market engagement notice, it generally adheres to transparency principles, and CPV codes are correctly assigned.

Procedure type not defined
Clarity80/100

The service description and AI-extracted requirements are clear and unambiguous for a market engagement notice. The absence of formal evaluation criteria is expected at this planning stage and does not detract from the clarity of the current information.

Completeness70/100

While basic information like title, reference, organization, value, and duration are present, the tender lacks a defined procedure type and detailed evaluation criteria, which are crucial for a formal tender. For a planning notice, it is reasonably complete.

Missing formal procedure type
No evaluation criteria specified
Fairness85/100

The encouragement of SMEs and VCSEs is a positive aspect for fairness. The technical requirements appear generic and not tailored. However, the absence of e-submission capabilities could pose a barrier to equal access for all potential suppliers.

No e-submission capabilities
Practicality65/100

The lack of electronic submission support is a significant practical drawback in modern procurement. While other practical details like contract start date and duration are provided, this omission impacts efficiency and accessibility.

No electronic submission supported
Data Consistency90/100

The data provided is largely consistent across different sections, and dates are logical. The main inconsistency is the missing procedure type, but other key fields are populated without conflict.

Sustainability50/100

The tender does not explicitly include green procurement, social aspects (beyond the inherent social benefit of the service), or innovation focus in its requirements. This represents a missed opportunity to integrate broader sustainability goals.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and comprehensive service description
Estimated value disclosed transparently
Encourages participation from SMEs and VCSEs
Good data consistency across provided information
Documents are available and processed

Concerns

Missing definition of the procurement procedure type
Absence of specified evaluation criteria (expected for formal tender)
Lack of electronic submission capabilities
No explicit integration of sustainability, social, or innovation criteria

Recommendations

1. Clearly define the procurement procedure type for the subsequent formal tender.
2. Implement electronic submission capabilities to enhance accessibility and efficiency.
3. Develop and publish clear, objective evaluation criteria for the formal tender.
