Tender Quality Score

This tender exhibits significant deficiencies in legal compliance, completeness, and fairness due to the critical absence of mandatory requirements and evaluation criteria, despite a clear project description.

Score Breakdown

Legal Compliance35/100

The tender explicitly lacks mandatory exclusion grounds, eligibility requirements, and financial requirements for bidders, which are fundamental for legal compliance. While the procedure type and CPV code are appropriate, these omissions represent significant legal risks and non-compliance with standard procurement regulations.

No mandatory exclusion grounds specified
No eligibility requirements specified
Clarity55/100

The project description and technical capability requirements are clear and understandable. However, the critical absence of evaluation criteria, the unexplained 'Divided into Parts' characteristic, and the lack of comprehensive tender documents severely diminish the overall clarity for potential bidders.

No evaluation criteria specified
The 'Divided into Parts' characteristic is not explained
Completeness50/100

While basic information like title, reference, organization, value, and duration are present, the tender is critically incomplete. Essential elements such as mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria are explicitly missing. The provided documents appear to be high-level summaries rather than detailed tender specifications.

Missing mandatory exclusion grounds, eligibility, and financial requirements
Missing evaluation criteria
Fairness45/100

The absence of specified evaluation criteria is a major fairness concern, as bidders cannot understand how their proposals will be assessed. The lack of an e-submission option also limits equal access and efficiency. While technical requirements do not appear tailored, the overall transparency of the process is compromised.

No evaluation criteria specified, hindering transparent assessment
No electronic submission option available
Practicality60/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. While the contract start date and duration are clear, the absence of explicit document URLs (beyond OCDS data) and comprehensive financing details beyond the estimated value reduces practicality.

No electronic submission supported
No explicit document URL provided for full tender documents
Data Consistency80/100

Most key fields are populated, and dates are logical. However, there are minor inconsistencies such as empty codes for 'Type' and 'Procedure', an empty 'Liable Person' field, and a contradiction where 'Value Classified: Yes' is stated despite the estimated value being disclosed.

Contradiction: 'Value Classified: Yes' despite value being disclosed
Empty fields for 'Liable Person', 'Type Code', and 'Procedure Code'
Sustainability50/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation-focused criteria for bidders. While the project itself involves an innovative approach to customer engagement, the tender documentation does not leverage this to promote broader sustainability goals or solicit innovative solutions from bidders.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear project description and technical objectives
Open procedure type promotes competition
Estimated value and contract duration are specified
Appropriate CPV code assigned
No disputes or suspensions reported

Concerns

Critical absence of mandatory exclusion grounds and eligibility requirements
Lack of specified financial requirements for bidders
Absence of evaluation criteria, severely impacting fairness and clarity
No electronic submission option available
Incomplete tender documentation, lacking detailed specifications

Recommendations

1. Immediately publish comprehensive tender documents including all mandatory exclusion grounds, eligibility criteria, financial requirements, and detailed evaluation criteria.
2. Implement an e-submission platform to enhance fairness, accessibility, and efficiency of the procurement process.
3. Clarify the 'Divided into Parts' characteristic or remove it if not relevant to avoid ambiguity.
