Tender Quality Score

This tender for tech staff augmentation is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific details on evaluation criteria and submission requirements, and the contract start date coinciding with the submission deadline is a significant concern.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a CPV code and a clear procedure type. However, the contract start date being the same as the submission deadline is a critical procedural flaw, potentially violating regulations regarding adequate time for preparation and submission. The absence of a reveal date for documents is also a minor concern.

Contract start date coincides with submission deadline, potentially violating procedural fairness and adequate preparation time.
Clarity80/100

The description of the framework and the required expertise areas is clear and comprehensive. The objective of augmenting internal teams is well-articulated. However, the lack of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed.

Missing specific evaluation criteria.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the absence of content for the tender documents and the lack of specific submission requirements detract from its completeness.

Missing specific submission requirements.
Fairness85/100

The tender appears fair by disclosing the estimated value and using a competitive flexible procedure. The requirements for expertise are broad and inclusive. There are no obvious signs of tailoring to specific companies. The main concern is the lack of transparency regarding evaluation criteria.

Practicality65/100

The tender specifies a contract duration and estimated value, which aids in planning. However, the lack of information regarding e-submission and the URL for documents limits practical access. The financing information is also not detailed.

No explicit mention of e-submission.
Missing URL for tender documents.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no reported disputes or suspensions. The dates, while problematic for the start date, are logically presented within the tender structure.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which limits its sustainability score.

No explicit mention of green procurement, social aspects, or innovation.
