Original Tender Description

Since the publication of Preliminary Market Engagement – LIOS – 708004450, the Authority has been engaging with the current service providers to develop a structured approach to LIOS that ensures the Authority’s support requirements are met, while designing the Operating Model (Op Model) for LIOS. The Authority is pleased to announce that this workstream has matured substantially since the publication of the PME notice and, in line with the notice, is now in a position to hold a Teams brief to update the registered suppliers on the Operating Model, and opportunities for involvement in further Preliminary Market Engagements in due course. This brief is proposed to be held on 26 March 26, and a briefing pack will be made available prior to the session. Please send expressions of interest in attending the teams brief and receiving the associated briefing pack to des-leliosmultiusermailbox@mod.gov.uk

Tender Quality Score

This is a preliminary market engagement notice indicating the planning stage of a procurement process for military vehicle repair and maintenance services. While it outlines an upcoming briefing session, it lacks essential details for a formal tender, such as disclosed value and evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender is in the planning phase, and while it mentions a submission deadline for the preliminary engagement, it does not represent a formal procurement with full legal compliance requirements. The absence of a formal procedure code and type indicates it's not a finalized tender yet. The CPV code is appropriate, and no disputes are noted.

Clarity80/100

The description clearly explains the purpose of the notice as a preliminary market engagement to update suppliers on the Operating Model for LIOS. It specifies an upcoming briefing session and provides a clear method for expressing interest. However, key procurement-specific criteria and evaluation methods are not yet defined, as expected for this stage.

Completeness70/100

Essential basic information like the title, reference, organization, and CPV code are present. The contract duration and estimated start date are provided. However, the estimated value is not disclosed (classified), and there is no content available for the tender documents, which is expected at this early stage. The focus is on information sharing rather than a complete tender package.

Fairness85/100

The notice is a preliminary market engagement, not a formal tender, thus fairness considerations in terms of bid submission and evaluation criteria are not yet applicable. Access to information is provided via an email address for expressions of interest. The disclosure of value is classified, which is a common practice at this early stage but would be a concern for a formal tender.

Practicality65/100

The primary mode of interaction at this stage is via email for expressions of interest and attending a Teams brief. There is no mention of e-submission for formal bids as this is not a live tender. The contract start date and duration are specified. Financing information is not disclosed, which is typical for early-stage engagement.

Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated consistently. The contract start date is logically after the submission deadline. The status is 'planning', which aligns with the nature of the notice. No suspensions or disputes are indicated.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within this preliminary market engagement notice. These elements are typically detailed in the formal tender documents.

Strengths

Clear indication of preliminary market engagement phase
Appropriate CPV code provided
Defined process for expressing interest in briefing

Concerns

Estimated value is classified
No formal tender documents with content available
Evaluation criteria are not yet specified (expected for this stage)

Recommendations

1. Ensure detailed tender documents with clear evaluation criteria are published when the formal procurement commences.
2. Clearly communicate any sustainability or social value considerations in future tender publications.
