Tender Quality Score

This tender provides a clear service description but suffers from significant procedural and documentation gaps, notably the absence of evaluation criteria, a missing reveal date, and an illogical contract start date, which collectively undermine fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The absence of a tender reveal date makes it impossible to assess the reasonableness of the preparation period, posing a significant transparency issue. Furthermore, the contract start date being identical to the submission deadline is a procedural anomaly that could lead to legal challenges. The AI also noted no explicit mandatory exclusion grounds in the provided information.

Missing tender reveal date
Contract start date identical to submission deadline
Clarity70/100

While the service description and technical requirements are exceptionally clear and detailed, the complete absence of specified evaluation criteria is a critical deficiency. This lack of clarity on how bids will be judged significantly hinders potential suppliers.

No evaluation criteria specified
Completeness65/100

Key information such as the tender reveal date and, most critically, the evaluation criteria are missing. Additionally, some basic fields like 'Liable Person,' 'Type Code,' and 'Procedure Code' are unpopulated, indicating minor data gaps.

Missing evaluation criteria
Missing tender reveal date
Fairness50/100

The tender's fairness is significantly compromised by the missing reveal date, which prevents an assessment of adequate preparation time, and the complete absence of evaluation criteria, which removes transparency from the assessment process. The lack of e-submission also creates barriers to equal access.

Missing tender reveal date (impacts preparation time assessment)
No evaluation criteria specified
Practicality55/100

The absence of electronic submission support is a major practical drawback in modern procurement. Furthermore, the contract start date being identical to the submission deadline is highly impractical and likely an administrative error, making the stated start date unworkable.

No electronic submission support
Contract start date identical to submission deadline (impractical)
Data Consistency60/100

The most significant inconsistency is the contract start date being identical to the submission deadline, which is illogical and suggests an error. Several key fields, such as 'Liable Person' and specific procedure codes, are also unpopulated.

Contract start date identical to submission deadline
Unpopulated fields (Liable Person, Type Code, Procedure Code)
Sustainability25/100
