Tender Quality Score

This tender for Adult Community Learning is generally well-structured with clear objectives, though it lacks specific details on evaluation criteria and submission requirements, impacting practicality and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure with a clear CPV code and the organization is identified. However, the absence of specified evaluation criteria and a potential issue with the submission deadline's proximity to the contract start date (indicated as a concern for potential short deadlines) slightly reduce the score. The 'active' status implies no immediate disputes or suspensions.

Missing evaluation criteria specification
Potential for a short submission deadline relative to contract start
Clarity80/100

The description of the Adult Community Learning provision is clear, outlining the focus on Essential Skills, Family Learning, personal development, and employability for adults in North East Wales. The target audience and the division into two separate contracts are also well-defined.

Completeness70/100

Basic information such as title, reference, organization, estimated value, contract duration, and CPV code are present. However, crucial details like specific eligibility, exclusion, financial, and submission requirements are missing from the provided text. The fact that no document content is available also detracts from completeness.

Missing specific eligibility requirements
Missing specific exclusion grounds
Fairness85/100

The tender is an open procedure, suggesting broad access. The estimated value is disclosed, and the division into two contracts for different local authorities is reasonable. The criteria, while not fully specified, are framed around delivery objectives. The absence of tailored requirements for specific companies points to a fair process.

Missing evaluation criteria specification
Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information on e-submission, no document URL (or at least no content/summary available), and the absence of explicit financing information hinder practicality. The short timeframe between the submission deadline and contract start date might also present practical challenges.

No explicit e-submission mentioned
No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. The dates provided (submission deadline, contract start) are logical and do not indicate suspension or disputes. The status is 'active'.

Sustainability50/100

The tender makes no explicit mention of green procurement, social aspects, innovation, or EU funding. This limits the assessment of sustainability criteria to a baseline level, assuming general compliance without proactive measures.

No explicit mention of green procurement
No explicit mention of social criteria

Strengths

Clear description of service provision
Identified organization and reference number
Disclosed estimated value and CPV code
Open procedure and division into logical contracts

Concerns

Missing critical requirement details (eligibility, exclusion, financial, submission)
Lack of document content
Unspecified evaluation criteria
Potential practicality issues with submission deadline and e-submission

Recommendations

1. Provide detailed documentation including eligibility, exclusion, financial, and submission requirements.
2. Specify clear and objective evaluation criteria.
3. Clarify the e-submission process and ensure document access.
