Tender Quality Score

This tender for road markings and surfacing is generally well-structured with clear scope and financial details, but suffers from critical omissions regarding evaluation criteria and the accessibility of the full tender documentation.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the absence of explicitly stated mandatory exclusion grounds is a legal compliance concern. The duration from today's date to the submission deadline (29 days) is reasonable for an Open procedure.

No mandatory exclusion grounds are explicitly stated in the provided information.
Clarity60/100

The description of the works is clear and unambiguous. However, the critical issue of missing evaluation criteria significantly impacts clarity. Furthermore, the failure to download the 'Official PDF Version' means that the full, detailed requirements and performance conditions (e.g., Schedule 5) are not accessible for review, limiting overall clarity.

No evaluation criteria specified.
Official PDF Version failed to download, limiting access to full documentation and detailed requirements.
Completeness65/100

Basic information, financial details, and timeline are well-populated. However, the tender is incomplete due to the critical absence of specified evaluation criteria and the inability to access the 'Official PDF Version', which likely contains essential detailed requirements and specifications (e.g., Schedule 5).

No evaluation criteria specified.
Official PDF Version failed to download, indicating incomplete access to tender documents.
Fairness50/100

The tender discloses the value and the requirements appear generic, not tailored. However, the fairness is severely compromised by the explicit lack of evaluation criteria, making the assessment process opaque. The inability to access the 'Official PDF Version' also creates an unfair disadvantage for potential bidders. The absence of e-submission is a minor drawback for equal access.

No evaluation criteria specified, impacting transparency and objectivity.
Official PDF Version failed to download, hindering full document access.
Practicality65/100

The contract start date and duration are clearly specified, which is practical. However, the lack of electronic submission support is a practical drawback in modern procurement. The failure to access the 'Official PDF Version' also creates a significant practical barrier for interested suppliers.

No e-submission supported.
Official PDF Version failed to download, creating a practical barrier for document access.
Data Consistency80/100

Key fields such as title, reference, organization, description, deadlines, value, and CPV code are consistently populated. Dates are logical. Minor inconsistencies include empty 'Liable Person' and 'Code' fields for Type/Procedure, and a missing reveal date, but these do not significantly impact overall data integrity.

Missing 'Liable Person' field.
Missing 'Code' for Type and Procedure.
Sustainability30/100

The tender does not explicitly include any green procurement, social aspects, or innovation focus. This indicates a missed opportunity to integrate sustainability considerations into the procurement process.

No green procurement criteria.
No social criteria.

Strengths

Clear scope and description of required works.
Estimated value and contract duration are clearly disclosed.
Appropriate CPV code assigned.
Logical timeline for submission and contract start.
No disputes or suspensions reported.

Concerns

Critical absence of specified evaluation criteria.
Official PDF Version failed to download, hindering access to full tender documentation.
No explicit mandatory exclusion grounds stated.
Lack of electronic submission support.
Absence of sustainability (green, social, innovation) considerations.

Recommendations

1. Ensure all official tender documents, especially the main PDF, are accessible and downloadable.
2. Clearly define and publish objective evaluation criteria to ensure transparency and fairness.
3. Explicitly state all mandatory exclusion grounds in accordance with procurement regulations.
