This tender for library services engagement, design, and fit-out is generally well-structured, with clear objectives and a reasonable budget. However, it lacks specific evaluation criteria and details on submission requirements, impacting its overall completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and no reported disputes. The procedure is identified as 'Below threshold - open competition'. Deadlines are provided, though the submission deadline might be considered tight by some. The absence of specific mandatory exclusion grounds is noted.

Clarity80/100

The description of the contract's purpose, which involves engaging with stakeholders to design and deliver library redevelopment elements like furniture, waypoints, and signage, is clear. The expected outcomes and the nature of the work are well-articulated. However, the lack of specified evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and duration. However, the absence of detailed submission requirements and the lack of content in the attached documents significantly reduce completeness. The contract duration and defect period are specified.

Fairness85/100

Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The dates provided for the contract start and duration are consistent.
