Original Tender Description

Swindon Borough Council is seeking to form a contract with a suitable provider for supply of broad range of housing repairs materials and other associated items including (but not limited to) electrical, heating, paints and decorative materials, Roofing, Windows and glass, kitchens, bathroom, ironmongery, sanitaryware, clothing, doors, power tools, aggregates, insulations, gas, plumbing, highways, street lighting, timber, fencing, site safety equipment, etc. The initial contract term will be for Four (4) years with an option to extend for a further Two (2) years plus a further optional One (1) year extension. Estimated contract spend is £12m across the initial 4 year contract term and £21.3m across the potential total Seven (7) year contract term. Associated risk with this procurement: The value of the contract can change over the contract duration (including extension) due to increase in housing stocks over the period of time or where major repair is to be undertaken across the housing stocks. The impact of this increase can be upto circa £2m (10%) additional sums over contract duration. Implementation of technology-based services for Click and Collect and Van Stock concepts through NEC housing software (if implemented by SBC, else alternative platform) is within the scope but industry knowledge about implementation of these concepts within the NEC is sparce due to very limited implementation of these concepts on NEC platform across UK. This can impact the overall project and increase in implementation time and resources.

Tender Quality Score

This tender provides basic information but suffers from significant deficiencies in legal compliance, clarity, and fairness due to missing critical information and major data inconsistencies. The lack of electronic submission and sustainability focus further detracts from its quality.

Score Breakdown

Legal Compliance55/100

The tender defines the procedure type but suffers from a narrow CPV code that doesn't fully cover the broad scope of materials. Crucially, specific mandatory exclusion grounds are not detailed, and evaluation criteria are missing, which are fundamental requirements for legal compliance.

Narrow CPV code (31000000) for broad scope
Missing specific mandatory exclusion grounds
Clarity50/100

While the description of materials and contract duration is generally clear, the tender lacks clarity due to inconsistent financial values (EUR vs GBP) and the explicit absence of detailed evaluation criteria. The mention of "Divided into Parts" without further explanation also reduces clarity.

Inconsistent financial values (EUR vs GBP)
Missing evaluation criteria
Completeness60/100

Basic information is present, but the tender is incomplete due to the absence of specific mandatory exclusion grounds and evaluation criteria. Details on how the contract is "Divided into Parts" are also missing. Furthermore, one tender document failed to download, impacting overall completeness.

Missing specific mandatory exclusion grounds
Missing evaluation criteria
Fairness45/100

The tender's fairness is severely compromised by the explicit absence of evaluation criteria, preventing bidders from understanding how their proposals will be assessed. The lack of e-submission and the failed download of a tender document also create barriers to equal access and transparency.

Missing evaluation criteria
No e-submission
Practicality35/100

Practicality is significantly hindered by the lack of electronic submission capabilities. A critical flaw is the contract start date being identical to the submission deadline, which is an impossible timeline for evaluation and award, rendering the stated start date impractical.

No e-submission
Contract start date identical to submission deadline
Data Consistency30/100

The tender exhibits significant data inconsistencies, including conflicting financial values (EUR vs GBP, different GBP figures), an illogical contract start date identical to the submission deadline, and a minor discrepancy in the submission deadline itself. Several key fields like "Liable Person" and procedure codes are also unpopulated.

Inconsistent financial values (EUR vs GBP, £12m vs £21.3m)
Illogical contract start date (same as submission deadline)
Sustainability25/100

The tender shows minimal focus on sustainability, lacking explicit green procurement criteria, social aspects, or a strong innovation focus beyond operational technology implementation.

No explicit green procurement criteria
No social criteria

Strengths

Open procedure type is clearly defined
Associated risks are clearly articulated

Concerns

Missing evaluation criteria

Recommendations

1. Immediately publish comprehensive evaluation criteria and specific mandatory exclusion grounds to ensure legal compliance and fairness.
