Original Tender Description

Kent County Council is seeking a supplier for the management and administration of its concessionary travel schemes, including the English National Concessionary Travel Scheme (ENCTS), Kent Travel Saver, and 16+ Kent Travel Saver. This involves technical administration, financial forecasting, and consultancy services for statutory and discretionary schemes. The council has a statutory duty to provide a concessionary bus pass scheme for qualifying individuals under The Transport Act (2000). The ENCTS scheme manages approximately 240,000 passes and 17 million annual trips with a budget of around £18 million per annum. The Kent Travel Saver offers discounted travel for students in years 7-11 not entitled to statutory home-to-school transport, covering 22,000 passes with a gross annual cost of £14.7 million. The 16+ Travel Saver provides discounted travel for eligible individuals in sixth form, further education, or work, administered in conjunction with educational establishments. The supplier will provide technical advice, forecasts, publish scheme details, collect and analyse data, advise on reimbursements, respond to enquiries from bus operators and the DfT, provide technical support in negotiations with operators, and ensure data accuracy and quality. The supplier will also support the development of the KTS and 16+ Travel Saver schemes.
