Original Tender Description

WFD wishes to establish a panel of specialist service providers to provide technical services from time to time to support WFD's capacity and capability as part of their global support. These services are expected to support WFD primarily as part of the Democratic Governance Centre of Expertise, which WFD is delivering in partnership with the FCDO. WFD have previously operated a framework for this service, which is due to expire on 31 March 2026. WFD are building on the learning from this framework to create an enhanced model of engagement with specialist expert partners who can support with WFD strategic objectives. Interested parties should note that the contractual delivery locations could be world wide, and this would be confirmed on a case-by-case basis for individual contracts, WFD are have engaged in pre-market engagement to seek interested service providers views on the establishment of a Dynamic Market (DM) which WFD may use from time to time for any opportunities that sit above a threshold value of £207,720 (this figure may change from time to time in alignment with the requirements of the Procurement Act 2023), and the establishment of a Preferred Supplier List (PSL) for any below threshold opportunities. As part of this exercise, WFD are in a position to request applications from interested service providers to be a part of a Dynamic Market, and part of a Preferred Supplier List that will run concurrently with the Dynamic Market. Service Providers will be able to elect to apply to one or both the Dynamic Market and the Preferred Supplier list. The Dynamic Market and Preferred Supplier List will operate across the following parts (lots): Lot 1 - Expertise in Political Economy Analysis and approaches Lot 2 - Expertise in Media Freedom and Media Development Lot 3 - Expertise in Rule of Law and Justice Sector Reform Lot 4 - Expertise in Public Sector Management Reform Lot 5 - Expertise in Conflict, Security and Stabilisation Lot 6 - Expertise in Environmental Democracy and Climate Governance / justice Lot 7 - Expertise in Monitoring Evaluation and Learning   Lot 8 - Expertise in Facilitation, Training, Coaching, and Adult-learning Applicants should note that WFD reserve the right to amend these parts as may be required from time-to-time throughout the lifecycle of the DM/PSL. WFD are seeking initial applications from interest suppliers by close of 06 March 2026, in order to establish the DM/PSL for use from 01 April 2026, but welcome applications throughout the lifecycle of the procurement.
