Original Tender Description

The Torquay Place Leadership Board, through Torbay Council as the accountable body, are looking for a community organisation to help support community groups, develop, monitor and evaluate business cases coming forward for Pride in Place funding. The government’s Pride in Place Programme (was Plan for Neighbourhoods) will see up to £5billion given to nearly 250 areas across the UK. Each area will receive up to £20million of funding and support over the next 10 years to make long-term improvements that residents want. Torquay is to receive just under £20million of this funding. In the summer of 2025 conversations were had with a significant amount of community groups in how to spend this money over the next decade. This helped produced a vision for how to spend the money and key themes to focus on based of community feedback. The board is looking for an organisation to continue to move these conversations forward and help develop projects into successful applications in line with the spend profile. It is looking for an organisation to help and facilitation to help bring together groups and ideas that will make a real impact in the lives of people in Torquay.

Tender Quality Score

This tender for community support in Torquay has a clear objective but is significantly hampered by a lack of transparency regarding evaluation criteria, mandatory exclusion grounds, and specific financial requirements. The absence of e-submission further impacts its overall quality and fairness.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV code correctly. However, the missing reveal date and the absence of explicit mandatory exclusion grounds and specific financial requirements in the provided information indicate potential gaps in full legal disclosure and compliance with transparency principles.

Missing reveal date
No specific mandatory exclusion grounds detailed
Clarity60/100

The description of the service and technical capability requirements are generally clear. However, the critical absence of specified evaluation criteria and detailed financial/exclusion grounds creates significant ambiguity for potential bidders, hindering their ability to formulate competitive proposals.

No evaluation criteria specified
Missing specific financial requirements
Completeness55/100

While basic information like title, organization, value, and duration are present, the tender is incomplete due to the lack of specified evaluation criteria, detailed mandatory exclusion grounds, and specific financial requirements. Furthermore, one listed document failed to download, and summaries for others are very brief, suggesting a lack of comprehensive tender documentation.

No evaluation criteria specified
Missing specific financial requirements
Fairness40/100

Fairness is significantly compromised by the complete absence of specified evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The lack of electronic submission creates a barrier to equal access, and the missing reveal date combined with a failed document download further reduces transparency.

No evaluation criteria specified
No e-submission supported
Practicality50/100

The tender's practicality is notably reduced by the absence of electronic submission, which is a standard and expected feature in modern public procurement. While contract start date and duration are clear, the lack of e-submission creates an unnecessary administrative burden for bidders.

No e-submission supported
Data Consistency80/100

Data consistency is generally good, with most key fields populated and dates being logical. Minor issues include an empty 'Liable Person' field, missing 'Code' for procedure type, and a slight discrepancy in the estimated value between the main information and one document summary.

'Liable Person' field empty
Minor discrepancy in estimated value
Sustainability60/100

The core purpose of this tender is inherently social, focusing on community support and impact. However, there is no explicit integration of broader environmental (green procurement) or innovation criteria within the procurement process or evaluation framework.

No explicit green procurement criteria
No explicit innovation focus
