Original Tender Description

The subject of the procurement is the preparation of an analysis of cross-border secondary data exchange. With the entry into force of the EHDS Regulation (Regulation (EU) 2025/3272), the framework for the secondary use of health data will change across the Union. The regulation stipulates that each Member State shall establish a national contact point for the secondary use of health data, which will serve as an organisational and technical gateway (cross-border gateway). This will enable electronic health data to be made available for secondary use across borders and will be a link to the Union-wide infrastructure HealthData@EU, for which technical, organisational, and interoperability requirements are foreseen for connection and handling. The requirement will apply in 2029. The analysis will identify the applicable requirements, map potential reusable solutions, develop a concept for the organisation of the national gateway, its technical architecture, and an action plan for its implementation, including volume and resource estimates.
