--Submit single all-inclusive lump-sum price in HD-7 template (every green cell filled).
--Price must cover foreseeable and unforeseeable costs: quantities, risk, insurance, traffic maintenance, waste, as-builts, client’s reserve works.
--No price adjustment or auction phase—lowest compliant lump-sum wins (drawn by lot if equal).
