Tender Quality Score

This tender for substantial healthcare services exhibits good basic information but suffers from critical gaps in clarity and completeness, notably the absence of evaluation criteria and specific financial/exclusion requirements in the provided summary, alongside a significant data inconsistency with an irrelevant document.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code correctly, and the submission deadline provides a legally sufficient period for an Open procedure. However, the explicit statement that mandatory exclusion grounds and specific financial requirements are not detailed in the provided snippets represents a transparency gap and potential compliance risk if the full documents are similarly vague.

Missing specific mandatory exclusion grounds in the provided summary.
Missing specific financial requirements in the provided summary.
Clarity45/100

While the overall description of services and lots is clear, the tender critically lacks specified evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. Furthermore, the AI-extracted requirements explicitly state that mandatory exclusion grounds and financial requirements are not detailed, which severely impacts clarity for potential suppliers.

No evaluation criteria specified.
Missing specific mandatory exclusion grounds in the provided summary.
Completeness55/100

Basic information such as title, reference, organization, value, deadline, and duration are present. However, the tender is incomplete due to the absence of evaluation criteria and specific details on mandatory exclusion grounds and financial requirements in the provided summary. A significant issue is the inclusion of an irrelevant award notice (Document 1) in the tender documents list, which detracts from overall completeness.

Missing evaluation criteria.
Missing specific mandatory exclusion grounds and financial requirements in the provided summary.
Fairness40/100

The absence of specified evaluation criteria is a critical flaw, severely undermining the transparency and objectivity of the procurement process and making it difficult for bidders to compete fairly. While the requirements themselves do not appear tailored, the contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' issue) could also impact equal access.

No evaluation criteria specified, impacting transparency and objectivity.
Contradiction regarding e-submission functionality.
Practicality60/100

The tender lists 'E-Procurement' as a characteristic, which is positive for practicality, but this is contradicted by an automated check flagging 'No e-submission', creating significant uncertainty. The contract start date is not provided, which can affect planning for successful bidders. Document URLs are not explicitly provided in the summary.

Contradiction regarding e-submission functionality.
Missing contract start date.
Data Consistency50/100

Several inconsistencies are present: the 'Liable Person' field is empty, and codes for 'Type' and 'Procedure' are missing. Most notably, Document 1 is an award notice for a completely different contract, indicating a significant data error. The contradiction between 'E-Procurement' characteristic and the 'No e-submission' automated check also highlights data inconsistency.

Irrelevant document (Document 1) included in the tender documents list.
Contradiction regarding e-submission functionality.
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social criteria, or innovation focus. For a framework of this scale and importance in public health, this represents a significant missed opportunity to drive broader sustainability objectives.

No green procurement criteria.
No social criteria.

Strengths

Clear description of services and lots.
High estimated value disclosed, indicating significant opportunity.
E-Procurement listed as a characteristic (if functional).
Contract duration clearly specified.

Concerns

Absence of specified evaluation criteria.
Missing specific mandatory exclusion grounds and financial requirements in the provided summary.
Inclusion of an irrelevant document in the tender documents list.
Contradiction regarding e-submission functionality.
Lack of sustainability (green, social, innovation) focus.

Recommendations

1. Ensure all critical requirements, including mandatory exclusion grounds, financial requirements, and especially evaluation criteria, are clearly and comprehensively detailed in the full tender documents.
2. Verify and correct the list of tender documents to ensure only relevant and accurate files are linked.
3. Clarify and confirm the functionality of e-submission to avoid contradictions and ensure equal access for bidders.
