Ursprüngliche Ausschreibungsbeschreibung

The University of Salford are seeking to appoint an experienced external provider to design and deliver training for academic staff who are responsible for managing internal peer review (IPR) of research outputs, contributing to the University's preparation for the Research Excellence Framework (REF) 2029. These staff typically include IPR Panel Chairs, Unit of Assessment (UoA) Leads, deputy leads, Associate Deans of Research and Innovation and others involved in coordinating and overseeing internal review processes and compiling Contributions to Knowledge and Understanding (CKU) submissions. The University is committed to embedding Equality, Diversity and Inclusion (EDI) principles throughout its REF preparations and recognises the critical role that internal peer review processes play in shaping decisions, researcher experience and confidence in the fairness and transparency of REF-related activity.

Qualitätsbewertung der Ausschreibung

This tender presents a clear objective for EDI-focused training but suffers from critical deficiencies in completeness and fairness due to inaccessible documents and missing evaluation criteria. While the technical requirements are clear, the overall process lacks transparency and practical accessibility for bidders.

Bewertungsaufschlüsselung

Rechtliche Konformität75/100

The tender defines a clear procedure type ('Below threshold - open competition') and uses an appropriate CPV code. The submission period of 15 days is reasonable for a low-value tender. However, the absence of specified evaluation criteria is a significant legal transparency issue, and the missing 'reveal date' makes it difficult to fully assess the adequacy of the submission period.

•No evaluation criteria specified
•Missing tender reveal date
Klarheit60/100

The tender description and AI-extracted technical capability requirements are clear and unambiguous, detailing the service needed and the university's commitment to EDI. However, the overall clarity is severely hampered by the lack of content for mandatory exclusion, eligibility, financial, and full submission requirements, as well as the complete absence of evaluation criteria.

•No evaluation criteria specified
•Content for mandatory exclusion, eligibility, financial, and full submission requirements is missing
Vollständigkeit50/100

Basic information such as title, reference, organization, value, duration, and key dates are provided. However, the tender is critically incomplete as none of the 5 listed documents have content or summaries, making it impossible for bidders to access full tender specifications. Evaluation criteria are also entirely missing.

•No content available for any of the 5 listed tender documents
•No evaluation criteria specified
Fairness40/100

Fairness is significantly compromised by the lack of accessible tender documents and the complete absence of evaluation criteria, which are fundamental for objective and transparent procurement. The stated value is disclosed, and technical requirements appear generic, but the lack of e-submission also presents an accessibility barrier.

•No full document access (0 documents with content)
•No evaluation criteria specified, hindering objectivity and transparency
Praktikabilität55/100

While the contract start date and duration are known, the practicality for bidders is low due to the absence of accessible tender document content and the lack of electronic submission support. This creates significant hurdles for potential providers to prepare and submit bids efficiently.

•No electronic submission supported
•No actual tender document content available for review
Datenkonsistenz80/100

Most key fields are populated, and dates are logical. However, there is a minor inconsistency where the estimated value is explicitly stated as 20,000 EUR, but then 'Value Classified: Yes' is also indicated, which is contradictory.

•Contradiction: Estimated Value is disclosed (20,000 EUR) but also marked as 'Value Classified: Yes'
Nachhaltigkeit70/100

The tender explicitly focuses on embedding 'Equality, Diversity and Inclusion (EDI) principles' within its REF preparations, which is a strong positive for social sustainability. However, it lacks specific mentions of green procurement practices or innovation focus.

•No explicit green procurement criteria
•No specific innovation focus mentioned

Stärken

Critical lack of accessible tender document content
Complete absence of evaluation criteria, severely impacting fairness and clarity

Incomplete details for mandatory exclusion, eligibility, and financial requirements
Contradiction regarding value classification
