Originalus konkurso aprašymas

Viltšyro taryba siekia įsteigti Gero Gyvenimo Aljansą GLA2023, iš kurios Taryba ir Integruota priežiūros valdyba (ICB) galės įsigyti specializuotas paslaugas asmenims, turintiems proto negalią ar psichikos sutrikimų; palaikomąjį gyvenimą, trumpalaikes pereinamojo laikotarpio paslaugas bei stacionarinę ir slaugos priežiūrą. Gero Gyvenimo Aljansas GLA 2023 bus sukurtas įsteigiant Pseudo Dinaminę Pirkimo Sistemą (DPS), siekiant įsigyti šias paslaugas, kurios patenka į lengvojo režimo taikymo sritį (LTR - PCR 2015 reglamentai 74-77). Pseudo DPS daugeliu atžvilgiu atrodys ir veiks panašiai kaip DPS, įsteigtas pagal PCR 2015 34 reglamentą, tačiau bus taikomas LTR lankstumas. Jokie formalūs procedūriniai taisyklių reikalavimai neturi tiesioginio taikymo, įskaitant 34 reglamentą. Viltšyro taryba daro šį skirtumą, kad išvengtų įspūdžio, jog ji laikysis arba bus saistoma visos PCR 2015 nustatytos viešųjų pirkimų tvarkos šiam pirkimui.
