Description originale de l'appel d'offres

This tender for homelessness and rough sleeping services demonstrates clear service objectives and good operational details, but is significantly hampered by critical omissions in legal compliance, clarity, and fairness, particularly the absence of evaluation criteria and an incorrect CPV code.

Répartition du score

Conformité légale50/100

Legal compliance is moderate due to a critically incorrect CPV code (construction work instead of social services), the absence of explicitly identified mandatory exclusion grounds, and the missing tender reveal date. While the procedure type is clear and no disputes exist, these are significant compliance gaps.

Incorrect CPV code (45212413 - Short-stay accommodation construction work) for homelessness services.
Missing tender reveal date, making it impossible to assess the full period between publication and submission.
Clarté65/100

The service description and AI-extracted requirements for eligibility, technical capability, and financial aspects are clear. However, the complete absence of specified evaluation criteria is a major clarity issue, preventing bidders from understanding how their proposals will be judged.

No evaluation criteria specified, which is critical for bidders to understand how their proposals will be assessed.
Exhaustivité60/100

Basic information, deadlines, value, and duration are present. However, the tender is incomplete due to the critical absence of evaluation criteria and explicit mandatory exclusion grounds. Furthermore, the full tender documentation was not provided for analysis, only administrative summaries.

Missing evaluation criteria.
No specific mandatory exclusion grounds identified.
Équité60/100

Fairness is significantly compromised by the complete absence of evaluation criteria, which prevents objective and transparent assessment of bids. While e-procurement is enabled and the value is disclosed, the lack of transparency in evaluation is a major concern. The missing reveal date also adds uncertainty to the fairness of the preparation period.

No evaluation criteria specified, severely impacting transparency and fairness.
Missing tender reveal date, making it difficult to confirm a fair preparation period from publication.
Aspect pratique70/100

The tender supports electronic submission and clearly specifies the contract start date and duration, which are practical aspects. However, a direct URL to the full documentation was not provided in the input, requiring access via an e-tendering system, and detailed financing information beyond the estimated value is limited.

No direct URL to full tender documentation provided in the input (requires login to e-tendering system).
Limited detailed financing information beyond the estimated value.
Cohérence des données80/100

Data consistency is generally good, with most key fields populated and dates being logical and consistent. Minor omissions include an empty 'Liable Person' field and an empty 'Code' for the procedure type. The incorrect CPV code is a classification error rather than a data inconsistency in terms of conflicting values.

Empty 'Liable Person' field.
Empty 'Code' for Type/Procedure.
Durabilité40/100

While the core service addresses a significant social need, the tender documentation does not explicitly integrate broader sustainability criteria such as green procurement, additional social clauses beyond the service itself, or innovation focus. This represents a missed opportunity for a modern procurement approach.

No explicit green procurement criteria.
No additional social criteria beyond the core service delivery.

Points forts

Clear description of the service need and objectives for both lots.
Estimated value, contract duration, and start date are clearly specified.
Electronic submission is supported via the East Suffolk Council e-tendering system.
Tender is divided into clear lots, allowing for flexible bidding strategies.
Good data consistency for populated fields and logical dates.

Préoccupations

Critical absence of evaluation criteria, severely impacting clarity and fairness.
Incorrect CPV code (45212413) assigned, misrepresenting the nature of the services.
Missing tender reveal date, hindering assessment of the full preparation timeline.
No explicit mandatory exclusion grounds identified in the provided information.
Lack of explicit sustainability (environmental, social, innovation) criteria.

Recommandations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all potential bidders.
2. Correct the CPV code to accurately reflect the social/accommodation services being procured.
3. Ensure all mandatory exclusion and selection grounds are clearly stated in the full tender documentation.
