Tender Quality Score

This tender for catering services is generally well-structured with clear requirements and evaluation criteria, but it lacks explicit sustainability considerations and has a potentially high estimated value for the described scope.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the concession procedure and uses appropriate CPV codes. The use of ESPD indicates compliance with EU regulations. While 'Value Classified: Yes' is noted, the estimated value is explicitly provided, mitigating transparency concerns.

Clarity80/100

The tender description is clear, and requirements are well-documented and understandable through categorized AI-extracted points and supporting documents. Evaluation criteria are explicitly stated as 50% cost and 50% quality of the service plan.

Completeness70/100

All basic information, deadlines, estimated value, and duration are provided. Requirements and criteria are defined across multiple documents. However, the high estimated value for a 'small group' of employees could imply a lack of detailed justification for the scope, which might affect a bidder's full understanding of the required service volume.

Potential lack of detailed justification for the high estimated value relative to the 'small group' scope.
Fairness85/100

The tender promotes fairness through full document access, disclosed value, reasonable deadlines, objective evaluation criteria, and e-procurement. The justification for not dividing the tender is provided. While the high value for a 'small group' could be a concern, there's no direct evidence of tailoring to a specific company.

Practicality65/100

Electronic submission is supported, which is practical. The requirement for a physical site visit, while understandable for catering, adds a logistical step. The contract start date is not explicitly stated, though the duration is clear.

Physical site visit requirement may pose a logistical challenge for some bidders.
Contract start date is not explicitly defined.
Data Consistency90/100

Key fields are populated, and dates are logical and consistent. The only minor inconsistency is the 'Value Classified: Yes' flag appearing alongside the explicitly stated estimated value.

Minor inconsistency with 'Value Classified: Yes' despite the estimated value being disclosed.
Sustainability50/100

The tender does not include explicit green procurement, social aspects, or innovation focus, which is a common area for improvement in public tenders.

Absence of explicit sustainability criteria (environmental, social, innovation).

Strengths

Clear and transparent evaluation criteria (50% cost, 50% quality).
Electronic submission and e-procurement enabled for broad access.
Detailed requirements and supporting documents provided.
Reasonable submission deadline allowing ample preparation time.
Opportunity for bidders to visit the service location.

Concerns

The high estimated value (515,000 EUR for 60 months) for a 'small group' of employees may raise questions about value for money or scope justification.
Lack of explicit sustainability, social, or innovation criteria.
Minor ambiguity regarding 'Value Classified: Yes' despite the estimated value being disclosed.

Recommendations

1. Clarify the justification for the estimated value in relation to the 'small group' size and expected service volumes to ensure transparency and value for money.
2. Integrate sustainability criteria (e.g., local sourcing, waste management, healthy food options) into the technical specifications or evaluation criteria.
3. Ensure all financial details relevant to the estimated value are fully transparent, resolving the 'Value Classified' ambiguity.
