Tender Quality Score

This tender for machine planting services is well-structured and highly transparent, with clear requirements, objective evaluation criteria, and reasonable deadlines. Its main area for improvement lies in the explicit integration of sustainability, social, and innovation aspects.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance with reasonable deadlines, a clearly defined procedure type (including WTO/GPA adherence), and appropriate CPV codes. There are no reported disputes or suspensions, and mandatory disclosure requirements are met.

Clarity85/100

The tender's description is clear and unambiguous, detailing the service and regional allocation. Requirements are well-documented and understandable, and evaluation criteria are explicitly stated as the lowest price coefficient, contradicting the automated flag. Performance conditions are outlined in the draft framework agreement.

Completeness90/100

All basic information, including title, reference, organization, estimated value, and duration (2026-2029), is provided. The tender documents are attached and processed, and requirements, criteria, and location information ('Southwest and Northeast regions') are clearly defined, overriding automated flags.

Fairness95/100

This tender exhibits excellent fairness. Full document access, disclosed value, and generous deadlines for preparation are provided. The evaluation criterion (lowest price coefficient) is highly objective and transparent, and e-procurement is enabled, ensuring equal access. Requirements appear generic and not tailored.

Practicality85/100

The tender supports electronic submission and e-procurement, enhancing practicality. A document URL (for the e-procurement system) is provided, and the contract duration (2026-2029) is clearly specified. While a precise start date is not given, the year is clear, and financing information (estimated value) is available.

Data Consistency95/100

All key fields are populated, and there are no reported suspensions or disputes. Dates are logical and consistent, with the reveal date preceding the submission and opening dates. Overall data integrity is very high.

Sustainability20/100

The tender lacks explicit mention of green procurement, social aspects, or innovation focus. There is no indication of EU funding, which often correlates with higher sustainability standards. This represents a significant area for improvement.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and objective evaluation criteria (lowest price coefficient).
Generous submission deadline providing ample preparation time.
Comprehensive documentation with detailed requirements and a draft contract.
Full transparency regarding estimated value and e-procurement capabilities.
Well-defined scope of work and regional allocation.

Concerns

Lack of explicit sustainability, social, or innovation criteria.
The XML ESPD document was not machine-readable, which could be a minor practical hurdle for some automated systems.
While the contract duration is specified as 2026-2029, a more precise start date could enhance clarity.

Recommendations

1. Integrate specific environmental, social, and innovation criteria into future tenders to align with modern procurement best practices.
2. Ensure all machine-readable documents are in formats universally supported for automated analysis.
3. Consider providing a more precise contract start date within the specified duration.
