Excellent

Tender Quality Score

This tender is well-structured and transparent, particularly in its clear evaluation criteria and comprehensive documentation. While it lacks sustainability considerations, it provides a solid framework for procurement.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance with reasonable deadlines, clearly defined procedure type, appropriate CPV codes, and no detected disputes or suspensions. All mandatory disclosure requirements appear to be met.

Clarity90/100

The tender description is clear, requirements are well-documented and understandable, and evaluation criteria are explicitly stated as 100% lowest price for a sample offer. AI-extracted requirements are also comprehensive and clear.

Completeness85/100

All essential information, including title, reference, organization, financial details, and timeline, is provided. Comprehensive documents are attached, and requirements and criteria are well-defined. The exact region for spatial data could be more explicit, but it's a minor point.

Fairness80/100

The tender promotes fairness through full document access, disclosed value, reasonable preparation time, and highly objective 100% lowest price evaluation criteria. E-procurement is enabled, and requirements, while specific for spatial data, do not appear tailored to a single company. The 'Max Participants: 1' for a framework agreement is noted but not inherently unfair.

Practicality75/100

Electronic submission and e-procurement are supported, enhancing practicality. While a specific contract start date isn't provided, this is common for framework agreements. The duration is clearly specified.

Data Consistency95/100

All key fields are populated, and there are no indications of suspension or disputes. Dates are logical and consistent throughout the tender information.

Sustainability30/100

The tender does not include specific green procurement, social aspects, or innovation focus criteria. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No specific green procurement criteria.
No social aspects included.

Strengths

Clear and objective evaluation criteria (100% lowest price).
Comprehensive documentation provided, including technical specifications and draft contract.
Electronic submission and e-procurement enabled.
Transparent disclosure of estimated value.
Reasonable submission deadline.

Concerns

Lack of specific sustainability, social, or innovation criteria.
The 'Max Participants: 1' for a framework agreement limits market access to a single supplier.
The exact geographical scope for spatial data is unspecified.
Contract start date not explicitly defined (though common for framework agreements).

Recommendations

1. Consider integrating sustainability, social, or innovation criteria where applicable in future tenders.
2. Clearly state the intended geographical scope for spatial data services.
3. Provide a clearer indication of the framework agreement's intended start date or activation process.
