Tender Quality Score

This tender for hand grenades demonstrates strong legal compliance, clarity, and completeness, utilizing a framework agreement with mini-competitions for future orders. While highly practical for defence procurement, it lacks explicit sustainability, social, or innovation criteria.

Score Breakdown

Legal Compliance90/100

The tender clearly defines the restricted procedure, uses appropriate CPV codes, and explicitly addresses national procurement act requirements and international sanctions. Deadlines are reasonable, and no disputes or suspensions are noted, indicating strong adherence to legal frameworks.

Clarity85/100

The tender description is clear, and AI-extracted requirements are well-categorized and understandable. Evaluation criteria are explicitly defined as the 10-year lifecycle cost, ensuring transparency. Performance conditions refer to the detailed framework agreement, which is acceptable but could be more self-contained.

Performance conditions are stated generically, referring to the framework agreement, rather than being fully self-contained in the main overview.
Completeness90/100

All essential information, including title, reference, organization, financial details, timeline, and classification, is provided. A substantial number of detailed documents (14) are attached, covering various aspects from technical specifications to security and codification, ensuring comprehensive information.

Fairness88/100

The tender ensures fairness through disclosed value, reasonable deadlines, objective evaluation criteria (lowest lifecycle cost), and support for e-procurement. Requirements, while specific for military goods, do not appear tailored to a single company, and the prohibition of Russian/Belarusian entities aligns with broader sanctions.

Practicality75/100

Electronic submission and e-procurement are supported, enhancing accessibility. The duration is clearly specified. While specific contract start dates and detailed financing conditions are deferred to the framework agreement, this is a practical approach for multi-party, long-term agreements.

Specific contract start date and detailed financing conditions are not immediately available in the overview, requiring reference to the framework agreement.
Data Consistency95/100

All key fields are populated, and there are no detected suspensions or disputes. Dates are logical and consistent, indicating a well-structured and accurate tender publication.

Sustainability25/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus, nor is it EU-funded. This is common for defence procurements where the primary focus is on operational capability and security.

Lack of explicit green, social, or innovation criteria.

Strengths

Strong legal compliance with national and international regulations, including clear exclusion grounds and sanctions.
High degree of clarity in description, requirements, and evaluation criteria (10-year lifecycle cost).
Comprehensive documentation with 14 detailed documents supporting the tender.
Transparent and objective evaluation criteria, coupled with e-procurement for fair access.
Excellent data consistency across all populated fields and dates.

Concerns

Lack of explicit green procurement, social, or innovation criteria.
Performance conditions and detailed financing terms are largely deferred to the framework agreement, requiring deeper document review.
While acceptable for a framework agreement, the exact region for location is unspecified.

Recommendations

1. Consider incorporating sustainability, social, or innovation aspects where feasible, even for defence procurement, to align with modern best practices.
2. Provide a more consolidated summary of key performance and financing conditions in the main tender overview for quicker assessment.
3. Ensure all documents are easily accessible and clearly linked within the e-procurement system.
