L'objectif de l'appel d'offres est de conclure un accord-cadre avec plusieurs fournisseurs pour l'acquisition de grenades à main de combat, de grenades à main d'entraînement et d'autres grenades, ainsi que d'assurer leur cycle de vie et la formation nécessaire. De plus, pour l'acquisition d'allumeurs pour les grenades à main neuves et existantes. Un accord-cadre sera conclu avec tous les fournisseurs retenus et leur nombre n'est pas limité. Les achats seront effectués par le biais de mini-concours, et le pouvoir adjudicateur prévoit de réaliser le premier mini-concours immédiatement après la conclusion des accords-cadres, au cours duquel des détails techniques précis, des quantités, des délais de livraison, etc. seront communiqués aux fournisseurs.
