Tender Quality Score

This tender for a careers information service is well-structured with clear objectives and a reasonable estimated value. However, it lacks specific details on evaluation criteria and submission methods, and the deadline appears tight.

Score Breakdown

Legal Compliance75/100

The tender exhibits good legal compliance with a clear CPV code and a specified organization. The absence of disputes and suspensions contributes positively. However, the submission deadline of March 12, 2026, for a contract starting January 10, 2027, might be considered tight by some potential bidders, impacting the 'reasonable deadlines' aspect.

Submission deadline may be too short
Clarity80/100

The description of the service is clear, and the objective of procuring a careers information, advice, and guidance service is well-defined. The mention of market engagement events also adds clarity to the pre-tender process. However, the lack of specified evaluation criteria leaves a significant gap in understanding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The contract start date is also specified. However, the absence of content for the tender documents and the lack of specific eligibility or financial requirements detract from its completeness.

No document content available
Fairness85/100

The tender promotes fairness by disclosing the estimated value and indicating the possibility of market engagement events, allowing potential providers to prepare. The objective of seeking experience in similar services is reasonable. The lack of specific tailored requirements to particular companies is a positive. However, the absence of explicit e-submission details and the lack of disclosed evaluation criteria could be perceived as less transparent.

Practicality65/100

The tender specifies the contract start date and duration, which are practical considerations. However, the lack of information regarding e-submission and the absence of a document URL for accessing the full tender package limit its practicality for potential bidders.

No e-submission
Document URL missing
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated logically. There are no reported disputes or suspensions. The timeline between the submission deadline and contract start date, while potentially tight, is not inherently inconsistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This lack of emphasis on sustainability aspects results in a moderate score.

Not green procurement
No social criteria

Strengths

Clear title and reference number
Organization and CPV code specified
Estimated value and contract duration disclosed
Planned market engagement events

Concerns

Missing evaluation criteria
No document content available
Potentially tight submission deadline
Lack of e-submission details

Recommendations

1. Specify evaluation criteria clearly.
2. Provide access to full tender documents with content.
3. Consider extending the submission deadline or clarifying its adequacy.
