Tender Quality Score

This tender for Military Working Dogs is an initial notice for a restricted procedure, showing good basic structure but significant gaps in clarity, completeness, and fairness due to missing detailed requirements and evaluation criteria.

Score Breakdown

Legal Compliance70/100

The tender clearly defines the procedure type (Restricted, Competitive Flexible Procedure) and assigns a relevant CPV code. There are no reported disputes or suspensions. While mandatory exclusion grounds are mentioned as applying per standard regulations, the initial 'request to participate' deadline is relatively short (16 days from today's date) given the nature of the procurement and the missing reveal date, which slightly impacts the reasonableness of deadlines for the initial stage.

Initial 'request to participate' deadline is relatively short (16 days from today) for a complex procurement, impacting preparation time for the first stage.
Reveal date for the tender is missing.
Clarity50/100

The description of the required MWD variants is clear for an initial notice. However, the explicit statement that 'Full capability requirements... will be released at the Tender stage' means current details are high-level. Critically, the absence of specified evaluation criteria significantly reduces clarity for potential bidders on how their submissions will be judged.

Full capability requirements are not yet detailed, deferring critical information to a later stage.
Evaluation criteria are not specified, creating ambiguity for bidders.
Completeness60/100

Basic information such as title, reference, organization, estimated value, duration, and location (NUTS code) is provided. Documents are listed as available. However, the tender is incomplete regarding detailed capability requirements and, most notably, lacks any specified evaluation criteria, which are fundamental for a comprehensive tender package.

Detailed capability requirements are deferred to the tender stage.
Evaluation criteria are entirely missing.
Fairness55/100

The estimated value is disclosed, and documents are listed as available, promoting some transparency. However, the absence of evaluation criteria makes the selection process non-transparent and potentially unfair. The lack of electronic submission (e-submission) creates barriers to equal access, and the relatively short deadline for the 'request to participate' could disadvantage some potential bidders.

Evaluation criteria are not specified, hindering transparency and objectivity.
No electronic submission (e-submission) is supported, limiting accessibility.
Practicality40/100

The tender specifies the contract start date and duration, and financing information is available. However, the lack of support for electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No electronic submission (e-submission) is supported.
Data Consistency85/100

Key fields are populated, and there are no reported suspensions or disputes. Dates are generally logical, though the contract start date being identical to the submission deadline is a minor logical inconsistency, as contract commencement typically follows evaluation and award.

Contract start date is identical to the submission deadline, which is a minor logical inconsistency.
Sustainability20/100

The tender does not indicate any focus on green procurement, social aspects, or innovation. It is also not specified as EU-funded, which often correlates with higher sustainability standards. This suggests a minimal emphasis on sustainability criteria.

No explicit mention of green procurement criteria.
No explicit mention of social aspects.

Strengths

Clear definition of procedure type and CPV code.
Estimated value and contract duration are disclosed.
Basic organizational and project information is well-structured.
No reported disputes or suspensions.

Concerns

Missing detailed capability requirements and all evaluation criteria.
Lack of electronic submission support.
Relatively short deadline for the initial 'request to participate' stage.
Minimal focus on sustainability aspects.

Recommendations

1. Publish detailed capability requirements and comprehensive evaluation criteria as soon as possible to enhance clarity and fairness.
2. Implement electronic submission capabilities to improve accessibility and efficiency for bidders.
3. Consider integrating green, social, and innovation criteria to align with modern procurement best practices.
