Original Tender Description

For the avoidance of doubt - this is a pre-market engagement exercise in order to gather information from the supply market. This stage is not a tendering exercise. The Council intends to undertake a procurement exercise for a Development Management Organisation (DMO) with proven expertise in complex, mixed use regeneration programmes which includes hotel development. To inform this process, the Council is carrying out a premarket engagement exercise to understand the capability of the supply market and to seek feedback that will shape the subsequent procurement approach.

Good

Tender Quality Score

This is a clearly defined pre-market engagement notice, gathering information to shape a future procurement process, offering good clarity but lacking e-submission support and sustainability aspects.

Score Breakdown

Legal Compliance75/100

While not a formal tender, the notice is clearly defined as a pre-market engagement, which aligns with legal principles. The CPV code is slightly broad for a Development Management Organisation, but this is a minor issue.

CPV code (55000000) is broader than typical for Development Management Organisation services.
Clarity90/100

The purpose and nature of the notice are exceptionally clear, explicitly stating it is a pre-market engagement and not a tendering exercise. Requirements for participation in the pre-market engagement are well-articulated.

Completeness70/100

Basic information is present, but 'Type' and 'Procedure' fields are empty, and one document failed to download. This reduces overall completeness, even for a pre-market engagement.

Missing 'Type' and 'Procedure' fields.
One document failed to download.
Fairness85/100

The estimated value is disclosed, and the requirements do not appear tailored to a specific company. However, the lack of e-submission support is a minor concern for general market access.

Lack of e-submission support.
Practicality65/100

The absence of e-submission support reduces practicality. While the contract start date and duration are known, the lack of electronic submission is a notable drawback for modern market engagement.

Lack of e-submission support.
Data Consistency90/100

All provided data is consistent and logical, particularly regarding the notice's nature as a pre-market engagement. Dates are in a logical sequence.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation focus. For a regeneration project, these are significant omissions, even at the pre-market engagement stage.

No green procurement criteria mentioned.
No social aspects included.

Strengths

Clear communication that it is a pre-market engagement, not a tender.
Detailed description of the project scope and purpose of the engagement.
All key timeline and financial information (estimated value, duration, start date) are provided.
Requirements for participation in the pre-market engagement are clearly stated.
High data consistency across the document.

Concerns

CPV code (55000000) seems broad and potentially misaligned for a Development Management Organisation.
One document failed to download, impacting completeness.
Lack of electronic submission support for market engagement.
Absence of any mention of sustainability, social, or innovation criteria.
'Type' and 'Procedure' fields are empty.

Recommendations

1. Consider updating the CPV code to better reflect the services of a Development Management Organisation.
2. Ensure all documents are accessible and downloadable for future engagements.
3. Implement electronic submission methods for market engagement to enhance accessibility and fairness.
