Original Tender Description

We are seeking partners to support in the delivery of an offsite study programme provision to engage learners in developing warehousing experience alongside English and maths in Oxfordshire for no more than 50 learners. This provision should have a real focus on creating a bespoke learning environment focusing on SEMH and helping to progress individuals where traditional education has been a barrier. This provision would need to comply with 16-19 funding rules and regulations and be delivered as part of a shared delivery model with Activate Learning staff. The successful partner will need to work with us within the limitations of the 16-19 funding lagged funding formula whereby successful delivery in 26/27 will lead to lagged funding being received by all parties in 27/28. All applicants will demonstrate robust quality assurance practices, health and safety, child protection and safeguarding policies. Please note that this opportunity is currently being delivered with an existing partner in the 25/26 academic year and this is part of an annual re-tendering process.

Tender Quality Score

This tender for a 16-19 study programme in Oxfordshire provides clear service descriptions and requirements but suffers from critical omissions regarding evaluation criteria and a strong suspicion of being tailored to an existing partner. The lack of e-submission and some data inconsistencies also reduce its overall quality.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the missing reveal date and the absence of explicit evaluation criteria are significant transparency and compliance weaknesses. The 'Value Classified: Yes' flag contradicts the disclosed estimated value, indicating a data quality issue.

Missing reveal date
No explicit evaluation criteria specified
Clarity65/100

The description of the service and the AI-extracted requirements are clear and understandable. However, the critical absence of explicit evaluation criteria significantly reduces the overall clarity for potential bidders regarding how their proposals will be assessed.

No explicit evaluation criteria specified
Completeness60/100

Most basic information, including title, reference, organization, deadlines, value, and duration, is provided. Documents are also listed. However, the critical omission of explicit evaluation criteria is a major completeness gap. Minor fields like 'Liable Person' and a procedure code are also missing.

No explicit evaluation criteria specified
Missing 'Liable Person'
Fairness35/100

The absence of explicit evaluation criteria severely impacts the objectivity and transparency of the tender process. The lack of electronic submission creates unnecessary barriers for bidders. Furthermore, the explicit mention of an 'existing partner' and 'annual re-tendering process' combined with highly specific requirements (warehousing, SEMH focus, 16-19 lagged funding, shared delivery model) raises a strong suspicion that the tender may be tailored to the incumbent, limiting fair competition.

No explicit evaluation criteria specified
No electronic submission (e-submission)
Practicality60/100

The contract start date, duration, and financing information are clearly specified. However, the lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No electronic submission (e-submission)
Data Consistency70/100

Dates are logical and consistent, and there are no disputes. However, there are minor inconsistencies such as the empty 'Liable Person' field, a missing code for the procedure type, and the contradictory 'Value Classified: Yes' flag despite the estimated value being disclosed.

Missing 'Liable Person'
Missing procedure type code
Sustainability60/100

The tender demonstrates a strong inherent social aspect by focusing on Social, Emotional, and Mental Health (SEMH) needs and supporting individuals for whom traditional education has been a barrier. However, it lacks explicit criteria or focus on green procurement or innovation.

Not explicitly green procurement
No explicit innovation focus

Strengths

Clear and detailed service description
Well-categorized and understandable AI-extracted requirements
Strong inherent social focus (SEMH support, overcoming educational barriers)
All basic tender information (title, reference, organization, value, duration) is provided
No disputes or suspensions

Concerns

Critical absence of explicit evaluation criteria
Strong suspicion of requirements being tailored to an existing partner
Lack of electronic submission (e-submission)
Missing reveal date and some data inconsistencies (e.g., 'Value Classified: Yes' vs. disclosed value)

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Review requirements to ensure they are generic enough to encourage broader competition, especially given the mention of an existing partner.
