Original Tender Description

At Neath Port Talbot College (T/A NPTC Group of Colleges) communication is key to how we-engage with our students, staff and businesses. Whilst the telephone system has vastly reduced in recent years, with other forms of communication being more prevalent, a telephone still has its place in many areas including during enrolment and daily College operations. Currently the College has one Microsoft Team telephony system with one Contact Centre system that integrates with a Customer Relations Management solution. Please respond by the 06 March 2026. The College is seeking ways in which to leverage the full potential of Microsoft Teams telephony system whilst ensuring that calls are directed to the appropriate team to deliver the best experience for our students, staff and businesses. AI and advanced analytics are exploratory at this stage and will be assessed for future potential rather than assumed as in-scope deliverables. The NPTC are seeking to publish a competitive tender for a Telephone System Contract. NPTC would like to conduct a questionnaire survey.

Tender Quality Score

This tender is in a preliminary 'planning' stage, likely a pre-market engagement for a telephone system contract, but suffers from critical incompleteness due to unavailable tender documents and missing evaluation criteria. While basic information is provided, the lack of detailed content and formal procedure type significantly impacts its clarity, fairness, and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender is in a 'planning' status, suggesting a pre-market engagement. However, the formal procedure type is missing, creating legal ambiguity. The reveal date is also absent, though 16 days from today to the response deadline is reasonable for a questionnaire. CPV code is correctly assigned, and there are no disputes.

Missing formal procedure type (Type: None)
Missing reveal date
Clarity55/100

The project description and AI-extracted requirements are generally clear and understandable. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders. Performance conditions are also not explicitly detailed.

No evaluation criteria specified
Performance conditions not clearly stated
Completeness40/100

While basic information like title, reference, organization, estimated value, and duration are present, the critical issue is the lack of content for the 4 attached tender documents. This renders the tender highly incomplete, as essential details are unavailable. Evaluation criteria are also missing.

No content available for attached tender documents
Missing evaluation criteria
Fairness45/100

Fairness is significantly compromised by the lack of access to full tender document content and the absence of specified evaluation criteria, making it difficult for bidders to prepare competitive responses. The lack of e-submission also limits equal access. Requirements do not appear tailored to a specific company.

No content available for attached tender documents
No evaluation criteria specified
Practicality60/100

The tender lacks support for electronic submission and a clear document URL, which are practical drawbacks. However, key practical information such as the contract start date and duration are clearly specified, and the estimated value is provided.

No e-submission supported
Document URL not explicitly provided (implied by lack of content)
Data Consistency80/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent. However, the 'Type', 'Procedure', and 'Liable Person' fields are empty or marked as 'None', indicating minor inconsistencies in data entry.

Empty 'Type' and 'Procedure' fields
Empty 'Liable Person' field
Sustainability30/100

The tender does not explicitly include any green procurement criteria, social aspects, or a direct focus on innovation as a requirement. While AI/analytics are mentioned as exploratory, they are not an in-scope deliverable for this tender, resulting in a low sustainability score.

No green procurement criteria
No social criteria

Strengths

Clear description of the project's purpose and existing infrastructure
Estimated value, contract duration, and start date are specified
CPV code and NUTS code are correctly assigned
Acknowledges AI/analytics as exploratory, showing forward-thinking

Concerns

Critical lack of content for the 4 attached tender documents
Absence of defined procedure type and evaluation criteria
No electronic submission option
No explicit mention of green, social, or innovation sustainability aspects
Missing reveal date, making full assessment of submission period difficult

Recommendations

1. Immediately publish all relevant tender documents with full content and a clear document URL.
2. Clearly define the procurement procedure type (e.g., RFI, PIN, Open, Restricted) and specify evaluation criteria.
3. Implement an e-submission platform to enhance accessibility and fairness.
