Original Tender Description

We are responding to a sector-wide demand for high-quality assessment and feedback solutions that support effective, secure, and learner-centred assessment practices. We are considering the creation of a compliant procurement framework and are seeking to engage with suppliers in the proposed solution areas ("lots"), which are intended to cover the full digital assessment lifecycle. Lot 1: Digital Assessment Platforms End-to-end digital assessment solutions that support assessment design, delivery, marking, moderation, analytics, and feedback. Lot 2: Originality and Academic Integrity Tools Tools that support plagiarism detection, text similarity checking, and broader academic integrity workflows. Lot 3: Secure Assessment Delivery Lockdown browsers and secure testing environments that restrict device and system access during assessments. Lot 4: Online Proctoring Solutions Live, recorded, or AI-enabled proctoring services that support secure remote and hybrid assessment delivery. Lot 5: Learner-Centred ePortfolio Solutions Directly purchasable ePortfolio systems that enable learners to collect, reflect on, and present evidence of learning, with integrated assessment and feedback functionality. Lot 6: Assessment Integrations and Add-On Tools Specialist tools that integrate with digital assessment or examination platforms included on the framework. These may be supplied by third-party providers rather than the core platform vendor, allowing members to procure complementary solutions alongside a larger system. Please request a copy of the Request for Information (RFI) from procurement@jisc.ac.uk for full details,

Tender Quality Score

This Request for Information (RFI) is a well-structured preliminary market engagement for a future procurement framework, demonstrating good clarity and generally fair conditions, though it lacks explicit sustainability criteria and full document accessibility.

Score Breakdown

Legal Compliance75/100

As an RFI, this is a pre-procurement stage, and the legal compliance is appropriate for market engagement. The CPV code is relevant, and there are no disputes. While 'Type' and 'Procedure' fields are 'None', the description clearly identifies it as an RFI, which is not a formal procurement procedure for contract award. The stated intent to create a 'compliant procurement framework' indicates future adherence to regulations.

The 'Type' and 'Procedure' fields are marked as 'None', which could be clearer despite being an RFI.
Clarity85/100

The description of the RFI's purpose and the six proposed lots is exceptionally clear and unambiguous. The AI-extracted technical requirements accurately reflect the lot descriptions. While evaluation criteria are not specified, this is less critical for an RFI focused on information gathering rather than competitive bidding.

Evaluation criteria for how the RFI responses will be used are not explicitly stated in the provided information.
Completeness70/100

The RFI provides essential information such as title, reference, organization, deadlines, contract duration, and location. Technical requirements are well-defined by lot. However, the full RFI document needs to be requested via email, meaning complete details are not immediately accessible. Evaluation criteria are also missing.

The full RFI document is not directly accessible and must be requested.
Evaluation criteria for RFI responses are not specified.
Fairness75/100

The requirements for the various lots appear generic and are not tailored to a specific company, promoting fair competition. The classified value is acceptable for an RFI. However, the need to request the RFI document and the absence of stated evaluation criteria reduce transparency. Electronic submission via email is supported but is less robust than a dedicated e-procurement portal for equal access and auditability.

Full RFI document access requires an email request, which is a slight barrier.
Lack of explicit evaluation criteria for RFI responses reduces transparency.
Practicality65/100

Electronic submission is supported via email, which is practical. The contract start date and duration are clearly specified. However, the absence of a direct URL for the RFI document, requiring an email request, adds an extra step for interested suppliers. The estimated value is not disclosed.

No direct URL provided for the RFI document, requiring manual request.
Estimated value is not disclosed.
Data Consistency85/100

The data is largely consistent, with logical dates and no reported disputes. Most key fields are populated. Minor inconsistencies include 'Type' and 'Procedure' being 'None' despite the clear RFI nature, and the 'Liable Person' field being empty.

The 'Type' and 'Procedure' fields are marked as 'None' despite the clear RFI nature.
The 'Liable Person' field is empty.
Sustainability35/100

There is no explicit mention of green procurement, social aspects, or innovation as specific criteria or focuses within this RFI. While the subject matter (digital assessment tools) may inherently involve innovation, it is not a stated procurement objective.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and detailed description of the RFI's purpose and proposed lots.
Requirements are generic and not tailored to specific companies.
Appropriate CPV code assigned for the subject matter.
Key timeline information (submission deadline, contract duration, start date) is provided.
Electronic submission via email is supported.

Concerns

Full RFI document requires an email request, hindering immediate access.
Lack of explicit evaluation criteria for RFI responses.
No explicit mention of sustainability, social, or innovation criteria.
Value is classified, which, while acceptable for an RFI, reduces transparency.
Submission via email is less robust than a dedicated e-procurement platform.

Recommendations

1. Provide a direct link to the RFI document for immediate access, or clearly state how and when it will be made available.
2. Outline the process or criteria for how information gathered from RFI responses will be used or evaluated.
3. Consider incorporating sustainability, social, or innovation objectives into future procurement stages, if relevant.
